The politics of care during COVID-19: The visibility of anti-virus measures in Wuhan

Abstract: This article employs the concept of care as a lens through which to examine the anti-COVID-19 measures taken in post-lockdown Wuhan. Based on photographs that depict the Chinese response to COVID-19 at the epicentre of the virus outbreak, the article analyses the visibility of anti-virus measures as a form of government communication inscribed textually and symbolically onto the urban landscape. The state demonstrates its care and capability by implementing highly visible high-tech measures to contain the viru… Show more

“…Based on their experience in the SARS epidemic, Chinese political and medical authorities reacted quickly, mobilizing an enormous amount of material and human resources, such as holding simulations of epidemics at hospitals with patients treated in special rooms dedicated to respiratory diseases and constructing military field hospitals. Also, by designing and presenting a solid and coherent representation of the danger of the disease and of the measures needed to counter it, Chinese authorities employed a nationalist rhetoric aimed at proving the superiority of the Chinese political system, creating the "politics of care" (Sier, 2021) in the name of protecting Chinese citizens from the virus.…”

“…Many examples of research into the influence of Covid-19 on China's economy and security, as well as the issue of management of the pandemic, can be found in the issues of journals published during the pandemic (Chena et al, 2021;Corbet et al, 2022;Fan et al, 2022;Hu, Li and Dong, 2022;Jing, 2021;Li et al, 2021;Liu, 2021;Pu and Zhong, 2020;Si et al, 2021;Sier, 2021;Wang et al, 2020;Xu, Li and Wei, 2022;Yang and Yang, 2021). Studies on the perception of China after Covid-19 and its vaccine diplomacy show that even in difficult times, it is possible to build a positive image of the state and to influence other states with soft power (Lu and Atadil, 2021;Verma, 2020).…”

“…Fang Fang was also former chair of Hubei's Writers' Association, and as such we believe her prominent position as a local writer and accountability to tell the story of Wuhan was significantly strong and relevant. Fang Fang is an insider of the then status quo in Wuhan, and this makes her diary unique and this research significant given the fact that few studies have examined recent competing narratives of COVID-19 with a few exceptions (Litzinger & Ni, 2021;Sier, 2021;Zhang & Chow 2021;Zhang, 2021). Fang Fang's digital diary provides a deeper understanding of how both people in society and digital media reflected on China's efforts to contain the coronavirus, and the serious disruption of these policies to traditional mourning rituals.…”
