The Politics‐Administration Dichotomy: A Case Study of the Chilean Executive during the Democratic Post‐Transition

Abstract: This article presents a case study of the Chilean executive, focusing on the civil service in the period after the Pinochet dictatorship and the country's transition to democracy. It provides synchronic and diachronic analysis of the organisation of the executive, public employment and the civil service. Both the qualitative description and statistical evidence reveal the establishment of a flexible regime of public employment with low levels of stability in senior public management positions.

“…Accordingly, we merge in each interval Z t ( ) quarterly smoothed presidential approval with data. 2 In addition, we merged World Bank (2020) macroeconomic indicators (see also Piburn, 2020) and the legislative effective number of parties (ENP) with the Gallagher and Mitchell (2005) indicator updated for the period between 1990 and 2014, derived from the original measurements of Laakso and Taagepera (1979) and Gallagher (1991). The macroeconomic indicators that are merged into the set are gross domestic product (GDP) growth, measured as the annual percentage per capita change, and inflation, measured as the annual change in consumer prices.…”

“…La DNSC es un servicio público que cumple dos roles centrales. Por una parte, maneja el Sistema de Alta Dirección Pública (SADP), el cual selecciona a partir de mecanismos técnicos a los altos directivos públicos (González-Bustamante, 2020;González-Bustamante et al, 2020). Por otro lado, la DNSC se encarga del desarrollo de personas.…”

“…The sources of information were data released by the DNSC in response to requests AE004T0000240 and AE004T0000484 under Law on Access to Public Information. These requests were made on December 26, 2016, andApril 26, 2018, respectively. With the first request, we developed a database of senior public managers for the period 2009-2015 (N = 391; see González-Bustamante, 2020). With this database and the second request, we compiled 452 top-level managers for 2009-2017.…”

“…Naturally, there is significant cross-national heterogeneity in these consolidation processes, however, some patterns can be noted. For example, at the beginning of the twentieth century, there was a scarcity of senior public managers, which crystallised in a differentiation between the ordinary civil service career and senior public management (Longo, 2003;González-Bustamante, 2020;Martínez Puón, 2012). This differentiation, which in some countries is more pronounced and implies considering the corps of senior managers separately from ordinary civil servants, has been a crucial element in Latin American civil services reforms over the past decades (González-Bustamante, 2018;Ramos and Scrollini, 2013).…”
