У статті проведено аналіз сучасного стану запровадження електронного урядування в публічне управління в Україні. Показано, що цей процес стикається з певними перепонами, однак є незворотнім, оскільки держава планує запровадження низки заходів для його стимулювання. У дослідженні пропонується використати концепцію електронного урядування у проектуванні освітнього інформаційно-комунікаційного середовища для управління освітньою галуззю. Для цього використовується раніше запропонований структурнооб'єктний підхід, основними рисами якого є декомпозиція організаційної структури організації «згори вниз» і синтез відповідних управлінських (виробничих) процесів і впливів «знизу вгору». Формування та використання спроектованого таким чином освітнього інформаційно-комунікаційного середовища забезпечить умови для збору, збереження, поширення і комплексного використання всіх видів інформаційних ресурсів освітньої галузі, вільний доступ до них всіх зацікавлених сторін, підвищить ефективність діяльності органів публічної влади у цій сфері.Ключові слова: публічне управління, електронне урядування, інформаційний ресурс, освітнє інформаційно-комунікаційне середовище, структурно-об'єктний підхід. USING THE CONCEPT OF E-GOVERNMENT IN THE DESIGN OF THE INTEGRATED EDUCATIONAL INFORMATION-COMMUNICATION ENVIRONMENTThe article analyzes the current state of implementation of e-government in public administration in Ukraine. It is shown that this process faces certain obstacles, but is irreversible, since the state plans to introduce a number of measures to stimulate it. The study proposes to use the concept of e-government in the design of educational information and communication environment to manage the educational industry. For this purpose, the previously proposed structural-object approach is used, the main features of which are the decomposition of the organizational structure of the organization "from top to bottom" and the synthesis of the corresponding administrative (production) processes and impacts "bottom-up". Formation and use of the educational information and communication environment designed in such a way will provide conditions for the collection, storage, distribution and integrated use of all types of information educational resources, free access to them by all interested parties, will increase the effectiveness of public authorities in this area.

The article deals with the concepts of "international cultural cooperation", "cultural diplomacy" and "public diplomacy" which are not identical. Cultural and public diplomacy are noted to have clearly determined goals, aimed at ensuring national interests. It is emphasized that international cultural cooperation, in contrast to cultural relations, does not arise spontaneously, but as the result of purposeful actions of subjects. The tools of public diplomacy are mentioned to aim at the public in other countries, while cultural diplomacy targets the governments. It was determined that international cultural cooperation can be carried out both on bilateral and multilateral basis. Attention is paid to development of international cultural cooperation to maintain peace, based on understanding of the peculiarities of cultures of other states.
