Resilient Entrepreneurship among European Higher Education Graduates

Resilience represents the ability of systems and individuals to adapt and overcome the difficulties and challenges they face. Resilient entrepreneurs are those who cope with stressful or adverse situations by relying on both internal and external factors. This article examines the way higher education graduates express entrepreneurial resilience in various national contexts. We analyze the Research into Employment and professional Flexibility (REFLEX) data set that provides information on early career of higher education graduates leaving education in the academic year 1999/2000 in 13 European countries. We study resilience in entrepreneurship by considering both how long higher education graduates succeed to remain in self-employment and the extent to which they re-entry in entrepreneurship after exiting. Survival analyses, logistic and cox regressions indicate important differences in patterns of starting, remaining and returning in self-employment and in factors influencing the retention in entrepreneurship among higher education graduates. It is argued that structural factors, personal characteristics and educational background explain a large amount of variation in resilient entrepreneurship.

In the paper we discuss the results of Counterfactual impact evaluation of Graduate practice that is one of Active labour market policy (ALMP) interventions in Slovakia for unemployed jobseekers. Counterfactual impact evaluation is usually made using various multivariate statistical methods; one of the most used methods is Propensity score matching. Propensity score for every individual jobseeker means the probability of taking a part of an ALMP intervention and can be obtained using logistic regression model. Counterfactual evaluation is based on comparison of placeability and sustainability of treated and non-treated jobseekers on open labour market and is very important for valuation of impact of intervention not only on individual jobseekers and their employability but also for valuation of whole intervention and its economic impact.

In Slovakia, the contribution to graduate practice is one of the active labour market policy interventions, the main goal of which for young school-leavers is to gain first job experiences and contacts with potential employers. Among the young jobseekers, it is one of the most used interventions. This study aims to provide a counterfactual impact evaluation of this contribution on the employability of its participants and also on their monthly wages. The total period under review is 2014–2017, during which the treated individuals participated in the graduate practice during 2014–2015. Then, their course of employment and average monthly wages were monitored over a two-year impact period, covering the period 2015–2017. The study was carried out using a database of 12,953 treated eligible participants of graduate practice and 83,907 non–treated controls. The data used in the study is managed by the Central Office of Labour, Social Affairs and Family of the Slovak Republic (COLSAF SR) and the Social Insurance Agency (SIA). For the evaluation, propensity score matching was used, where the propensity scores were estimated using classification and regression trees. The results of the study show that the participants of the graduate practice were employed on average three months longer during the two-year impact period after the end of the intervention as full-time employees or self-employed, and their average salary was almost 217 euros higher than that of the control group of non-participants.
