Due to the war in Ukraine, all sectors of the economy suffered in one way or another. At the same time, the IT industry remains the most stable sector, which brings a large share of taxes to the budget and thus supports the economy of our country. It is this industry that receives large orders from foreign customers, attracts investors, including large corporations. Any business that is barely born or exists only at the level of an idea and the first organizational steps, provided the necessary expert and financial support, can very soon show dizzying results. Especially if it is an innovative project in the field of IT technologies, marketing, telecommunications, electronic commerce, biotechnology. This is where business incubators come from, which provide support (office, consulting, investment) to startups at all stages from development to commercialization of an idea in exchange for a share in future profits. Perfection has no limits. Innovators take pride in implementing complex solutions, they like to overcome difficulties and use advanced technologies. But, every new project has its price. After all, every strategic decision must be well justified from the business side. Otherwise, it can lead to unplanned costs and release delays. Over the past decade, the Ukrainian startup ecosystem has grown significantly and “grown up”, which has enabled Ukraine to be stable in the technological field in the face of today's challenges. E-commerce, social media, 3D printing, mobile applications – it's no secret that the wealthiest investors willingly invest in these industries. But there are less obvious areas that attract more and more capital every year. Despite the large-scale military actions in Ukraine, European investors are still interested in Ukrainian startups. The secret lies in the mentality of Ukrainians: hard work, dedication and the ability to concentrate under any circumstances. The war changed not only the agenda, but also perspectives. It is the investments that drive Ukraine's recovery and development. Today, the Ministry of Digital Transformation is busy attracting investments for the development of the startup ecosystem, digitalizing Ukraine by introducing innovations on the Diya platform and legalizing the crypto sector. All this is necessary to accelerate the economic recovery of the country already now, without waiting for victory in the war.

The object of this research is a quick recap to assess barriers on startups evolution in Ukraine after acquiring an independence 30 years ago and those developed of today. The paper aims to analyze an impact of political, historical and other factors affecting startups evolution and to understand how it decelerates an efficient functioning of technology transfer process nowadays. If one wants to establish a successful and fast-growing business, then you may need to create your own startup. The experience and practice show that it is a rather complicated process, which follows a few factors and conditions that determine its success and/or failure at the end. Being based on previously proposed efforts devoted to succinct analysis of historical, political and other premises jeopardizing transfer in Ukraine, this one is to scrutinize startups as an effective tool for such a transfer. The result of this endeavor makes a solid background for further debates in terms of political science, legal regulations and export control associated with startups and technology transfer. They highlight that startups' and DUs’ status quo implies that a global economy undergoes a number of changes related to demographic trends, technological advances, accelerated innovation and globalization. This study employs qualitative methodology and being under an umbrella of descriptive research design to accord on historical, technical, political, and other implications for startups origin as the effective mechanism for technology transfer and state’s security. This descriptive research portrays a rather accurate profile of present situation around Ukrainian startups. This design offers a profile of described relevant aspects of the problem from author's individual perspective.

Regional development based on innovation plays a significant role in stimulating economic growth in the wartime and postwar periods. The creation of innovative ecosystems that support the development of startups and small innovative enterprises ensures the formation of a favorable business climate in the regions and attracts investment, reduces the dependence of regions on traditional industries, creates highly skilled jobs and develops entrepreneurial talent. The purpose of the study is to determine the features of startup ecosystems, their impact on regional development, and to identify the factors of successful functioning of such ecosystems based on the analysis of foreign experience. The article analyzes the experience of formation and development of startup ecosystems in Sweden and Finland, identifies their unique advantages, historical achievements, and current trends. Sweden has a high level of global competitiveness due to active support from the public sector and a favorable business climate. Finland is known for its innovative potential, stable business environment, and attractive conditions for startups and investors. The results of the study demonstrate the sustainable success and prospects for further growth of both ecosystems on an international scale. The study found that despite Sweden and Finland's tremendous achievements in the field of startup development, most of these structures are in the capitals of the countries. It is concluded that although this practice is effective on a national scale, it does not have a qualitative impact on regional development. In the post-war period, Ukraine has a unique opportunity to intensify regional development by mobilizing the potential of specialists who have relocated from the occupied and frontline territories to other regions of the country. The process of forming startup ecosystems around these professionals can give impetus to the development of new types of business or innovative transformation of traditional sectors of regional economies. To successfully implement this approach, a set of appropriate regulatory, organizational, and infrastructural measures must be implemented.
