While it remains incontrovertible that during the 1980s, the Neo-Liberals began the dismantling of democratic states (Suleiman, 2003;Dezalay & Garth, 2002), we should beware underestimating the role that some groups of vocal elites have played by instigating reforms aimed at reshaping the public sector's regulatory powers (Genieys & Smyrl, 2008;Genieys & Hassenteufel, 2015).
