The interest in competencies, standards, and quality assurance in the professional preparation of public health professionals whose work involves health promotion and health education dates back several decades. In Australia, Europe, and North America, where the interest in credentialing has gained momentum, there have been rapidly evolving efforts to codify competencies and standards of practice as well as the processes by which quality and accountability can be ensured in academic professional preparation programs. The Galway Consensus Conference was conceived as a first step in an effort to explore the development of an international consensus regarding the core competencies of health education specialists and professionals in health promotion and the commonalities and differences in establishing uniform standards for the accreditation of academic professional preparation programs around the world. This article describes the purposes, objectives, and process of the Galway Consensus Conference and the background to the meeting that was convened.

Historically, many professions have conducted role delineation studies (e.g., Brown et al., 2012;Steyers, Chai, Blair, & Lister, 1990). Competency-based research to delineate the role of the health education specialist 1 in the United States has been a substantial undertaking for the health education profession for more than three decades. This cumulative practice-based research over time has been a major collaboration within the profession. This body of work has contributed to role refinement and verification for health education specialists in the United States. The purpose of the present investigation was to (1) provide a comprehensive examination of national competency-based research designed to define the role of the health education specialist focusing on methodological comparisons across studies, (2) discuss the similarities and distinctions among the methodologies used within this body of research, (3) provide recommendations for future studies based on the methodological contributions of each of the research efforts, and (4) contribute to the education of current and future health education specialists about role delineation research methodology. AbstractFour national health education specialist role delineation research projects were conducted during the period from 1978 to 2012. During that time, numerous research methods (some project-specific and others crosscutting) have been used to define and refine the roles and responsibilities of the health education specialist. The four research projects included in this review and analysis were the ). The aims of our investigation were to (1) provide a comprehensive examination of national competency-based research designed to define the role of the health education specialist focusing on methodological comparisons across studies, (2) discuss the similarities and distinctions among the methodologies used within this body of research, (3) provide recommendations for future studies based on the methodological contributions of each of the research efforts, and (4) contribute to the education of current and future health education specialists about role delineation research methodology. Six key methodological findings were identified: standard item content and format, expert key informants, sampling, data collection, analytic procedures, and model development. Six major conclusions were drawn from the findings. Based on the analysis and conclusions, 10 recommendations for future research are offered in three general areas: professional input to studies, improved sampling, and data collection and analysis. The results of this investigation should be useful for professional preparation and professional development applications, as well as research endeavors.
