The relevance of this scientific research is justified by the increased attention that the economic community pays to economic security, for the development of microeconomic systems in modern conditions of uncertainty, caused by global challenges, as a result of the COVID-19 pandemic. The purpose of the study is to identify the principles of the formation of an adaptive management system of economic security of enterprises in the conditions of the COVID-19 pandemic. The authors founded the methodological basis for the formation of the adaptive management system of the economic security of companies, based on the identification of the systemic approach and specific principles of compliance, duality and feedback, as well as the functions of adaptive management. The conducted research makes possible to generalize that the formation of a system of adaptive management of the economic security of enterprises in the COVID-19 conditions is a special type of management activity, which involves the use of a wide range of measures and tools for making effective management decisions, which are characterized by timeliness, flexibility, creativity and innovation.

Змінність ринкового середовища, активізація процесів цифровізації економіки, пандемія, воєнний стан в Україні позначилися на показниках діяльності промислового сектора, спричини плинність кадрів, відтікання їх за кордон та актуалізували питання дослідження формування кадрової політики задля виявлення проблем й обґрунтування напрямів її поліпшення. Однією з конкурентних переваг підприємств є ефективна кадрова політика, яка впливає на розвиток персоналу, кадровий потенціал, продуктивність праці та ефективність роботи підприємства. Питання формування кадрової політики постійно перебуває в полі зору науковців, але умови сьогодення його актуалізують і формують потребу в новому погляді на це питання. Мета дослідження полягає у вивчення стану кадрової політики підприємств та обґрунтуванні необхідності розробки інструментарію формування й реалізації кадрової політики промислових підприємств. Важливим завданням для підприємств в умовах жорсткої конкуренції є формування кадрової політики, що сприятиме злагодженій роботі працівників, зростанню продуктивності. Формування кадрової політики потребує комплексного підходу задля врахування всіх аспектів роботи підприємства, впливу факторів ринкового середовища. У дослідженні використано методи аналізу й синтезу, систематизації, здійснено порівняльний аналіз витрати на персонал, кількості зайнятих працівників, обсягу реалізованої продукції (товарів, послуг), чистого прибутку (збитку) підприємств. Удосконалено теоретико-методичний підхід до розробки інструментарію формування й реалізації кадрової політики промислових підприємств, який включає набір базових, стратегічних, методичних елементів. Обґрунтовано, що використання підходу дозволить обрати та впровадити елементи інструментарію, оцінити їхню ефективність; забезпечить ефективність роботи персоналу, зростання показників господарської діяльності й у поточному, і в майбутньому періодах.

It is noted that the personnel management system at a modern enterprise, regardless of the form of ownership, is the most powerful tool for ensuring competitiveness and development. It is determined that the personnel policy of an enterprise is one of the most important management tools, since in modern conditions the role of human resources in the implementation of business activities is crucial, and the quality of their management determines the success of the enterprise. It is found that the effective use of human resources can be achieved through the formation and implementation of an effective personnel policy of an enterprise, which today is considered the most important competitive advantage and means of achieving success of any modern enterprise. A number of requirements to the personnel policy of an enterprise are analyzed. The stages of formation of the personnel policy at the enterprise are disclosed. The most common problems of the enterprise’s personnel policy are allocated, in particular: lack of qualified employees, which results in poor quality of work performed, high staff turnover at the enterprise, the problem of organizing the selection and recruitment of personnel. It is proved that the presence of a personnel policy at an enterprise as the basis for effective operation of an enterprise makes it possible to implementation of a competitive policy in the presence of high quality human resources. The dependence of enterprise competitiveness on the choice of personnel policy is analyzed. Recommendations for solving personnel problems at the time of formation of the enterprise’s personnel policy have been developed, which can be the basis for the effective operation of the enterprise. It is noted that the effective development of an enterprise is based on a systematic approach to the personnel management strategy. It has been researched that the personnel policy is created to merge the efforts of all personnel of the enterprise to solve the tasks.
