We reignited the debate that developing countries still struggle to make the most of entrepreneurship due to institutional imbalances. The aim of this study is to empirically examine impact of entrepreneurial governance and ease of doing business on economic growth in a panel of 15 ECOWAS countries. The empirical evidence is based on secondary data from 2000 to 2019 estimated using the Pooled OLS Regression OLS estimator. Using institutional theory, we examined the chain of causality from institutions to entrepreneurship and from entrepreneurship to economic growth. Four findings emerged. Firstly, the regulatory pillar, represented by the indicators of ease of doing business (incorporation procedure, time required to set up a business, and cost of the business), is negatively and significantly related to economic growth. But the indicators of cost of doing business and start‐up costs are more detrimental to business and economic growth. Secondly, the normative pillar represented by entrepreneurial governance indicators (government integrity and business freedom) is positively and significantly associated with growth. But the impact of government integrity on economic growth is greater than that of business freedom. Third, the interaction between regulatory and normative pillars is negative and significant. Finally, the cognitive pillar shows mixed results. For example, indicators of investment, trade openness, education, and financial development have positive and significant effects on economic growth, while government size, inflation, and population have negative and significant effects on economic growth. We discuss policy implications for stakeholders in ECOWAS economies.

Under the innovation-driven development strategy, the improvement of the core competitiveness of enterprises demonstrates increasing dependence on the ability of technological innovation. In this article, data of A-share listed companies in Shanghai and Shenzhen stock markets from 2008 to 2018 were selected as research samples for the analysis of the influencing factors and mechanism of enterprise technological innovation from the dual perspectives of the external economic environment and internal management system based on the use of the fixed-effect model. The results show that government intervention significantly hinders enterprises' investment in resources for technological innovation, and less government intervention can improve the innovation investment of enterprises. The intervention of internal control fails to bring institutional advantages; rather, it aggravates the negative effect of government intervention on enterprise technological innovation. The research enriches the existing academic research results on government intervention, internal control quality, and enterprise technological innovation. The findings provide experience for accelerating the marketization process in China, enterprise governance, and improving the level of enterprise technological innovation.

With the rapid development of industrialization in China, the demand for transportation service has increased substantially, causing huge energy consumption in transport sector. The land transportation (including railway transportation and highway transportation) is the most important source of energy consumption in China. In this study, the parallel Slack-Based Measure (SBM) model and three-stage of Data Envelopment Analysis (DEA) approach are combined to measure the energy efficiency of land transportation system and two subsystems from 2013 to 2017 with excluding the non-management factors. The empirical results lead to four conclusions: (a) non-management factors do exert unfavorable influence on the energy efficiency measurement, ignoring which will overestimate the efficiency value. (b) There exist significant area disparities in energy efficiencies of the land transportation and its two subsystems. (c) The energy efficiencies of the whole land transportation and the highway transportation present a significant upward trend, while the changing trend is not promising for the railway transportation. (d) The railway transportation has a greater impact on the efficiency of the whole system in 2013 and 2014, which has weakened in the next three years.
