The Constitution of the Russian Federation guarantees every citizen the right to work. Article 37 of the Basic Law proclaims: "everyone has the right to freely dispose of his abilities to work, to choose his occupation and profession, forced labor is prohibited." The list of labor rights defined by the 1993 Constitution of the Russian Federation includes not only the proclaimed freedom of work, but also the right addressed to each person (outside his legal relationship with the state through the category of "citizenship") to freely choose his work, depending on his abilities and received profession (qualification). In modern Russia, the guarantee of the right to free skilled labor is regulated by the norms of industry legislation, which in recent years has been subject to significant adjustments. In May (2018) Decree of the President of the Russian Federation No. 204 "On National Goals and Strategic Tasks of the Development of the Russian Federation for the Period Until 2024" and national projects adopted on its basis, including to increase productivity and support employment, the task was set and identified the main directions of breakthrough socioeconomic development, entering the TOP-5 of the largest economies in the world. Analyzing legislation, statistics and examples of law enforcement practice, the authors show not only the positive aspects of the implementation of modern labor relations, but also identify the main unresolved problems in the implementation of constitutional provisions in the field of labor relations in capitalist Russia: low wages, high unemployment, violation of conditions labor and collective agreements between workers and employers, etc.). The article also examines legal uncertainties, including partial legislative gaps, legal conflicts, inaccuracies in legislative formulations giving rise to violations of citizens' constitutional rights in the field of labor relations.

Collective investment is a type of investment whereby the monetary resources of individual investors are pooled together and managed by a professional fund manager for the purpose of their subsequent profitable allocation. As a collective investment tool, mutual investment funds are a relatively new and attractive money investment scheme for Russian investors, including those who lack investing experience, because mutual funds are an affordable financial instrument. The article defines the main collective investment institutions. It is observed that mutual investment funds have a number of benefits, as well as drawbacks, as compared to other collective investment institutions. The article provides a definition of the investment institutions, a comparison of their main features, as well as a characteristic of investment tools of mutual investment funds, joint stock investment funds and private pension funds.

A conceptual approach to the ongoing reform of the state's control and supervision activity involves the identification and elimination of administrative barriers with the active participation of the business community. The paper examines the impact of the fiscal burden on business climate, identifies the main reasons for tax evasion by entrepreneurs in the Russian Federation and proposes ways of creating adequate tax relations between the state and enterprises, thus increasing business activity. The current research bases on the systematization and analysis of the results carried out annually over three years from 2016 to 2018 surveys of managers of enterprises. The surveys initiated by the regional business ombudsman and the business community. An analysis of the opinions of entrepreneurs suggests that business representatives call the high fiscal burden and falling profits due to the deteriorating economic situation as key negative factors that have a devastating effect on the business. There is an interdependence of subjective perception of the magnitude of the fiscal burden by business representatives and the objective characteristics of the business climate, which have a significant impact on the motivation and objective results of business entities.
