A large and growing body of research draws attention to the rising salience of socio‐cultural and identitarian issues and, potentially, the emergence of a new political cleavage that divides voters on those issues. However, the micro‐foundations of this transformation are less well understood. Here we take a voter‐perspective to evaluate how party competition has been restructured in the eyes of the voter. We leverage measures of citizens’ self‐reported probabilities to vote for alternative political parties in the European Election Study voter surveys between 1999 and 2019 in order to map electoral affinity and opposition among party families. We estimate to what extent spatial location on the economic left–right dimension and the GAL‐TAN dimension explain the patterns that emerge, and how this has changed over time. Our results provide evidence of a substantial shift in voter assessment from party competition structured along the economic left–right dimension to competition structured along the GAL‐TAN dimension. We also find great separation of TAN parties from other parties, with the deepest antipathy between the TAN parties and greens.

Die späten 1960er und frühen 1970er Jahre waren das letzte Zeitfenster in Deutschland, in dem die flächendeckende Einführung der Gesamtschule und die Abschaffung des Gymnasiums in reformorientierten Kreisen als realistische Ziele galten. Der vorliegende Artikel untersucht historisch-soziologisch am Beispiel von NRW, woran diese Ambitionen scheiterten. Ein wichtiger Faktor war, dass es der CDU gelang, ein klassenübergreifendes Bündnis zu schmieden, welches Wurzeln im politischen Katholizismus hatte, und in welchem sich auch die Landbevölkerung und die katholische Lehrer*innenschaft repräsentiert sahen. Obwohl es um das Jahr 1970 herum in der CDU eine gewisse Reformbereitschaft gab, konnten sich am Ende dieses Reformfensters die Klasseninteressen der oberen Schichten in der Gesamtschulfrage durchsetzen. Dies hing auch mit dem grassierenden Antikommunismus zusammen, der die CDU-geführte Allianz zusammenhielt, die gesellschaftliche Linke hingegen spaltete.

Why are school systems structured differently across countries? The Politics of Comprehensive School Reform examines this question through an in-depth analysis of school politics in Germany and Norway during the post-war period of educational expansion. Using a Rokkanian theoretical framework, the book argues that school politics can only be understood in light of the cleavages, or political divides, that shape actors' interests, ideologies, and inclinations for who they want to cooperate with – or not. The book analyzes cross-cutting cleavages connected to religion, geography, language, anticommunism, and gender, and demonstrates how Norwegian social democrats and German Christian democrats built successful coalitions by mobilizing support from different social groups. Extensively researched and expansively applicable, this book contributes to the interdisciplinary literature on the politics of education, and to the field of comparative welfare and education regime research. This book is also available Open Access on Cambridge Core.
