The evaluation of eco‐efficiency of the industrial coupling symbiosis network of the eco‐industrial park in oil and gas resource cities

Abstract: Eco‐industrial parks (EIPs) is a complex system, composed of a variety of companies with embedded ties. Members in EIPs shape the “Eco‐Industrial Chain Network,” the industrial coupling symbiosis network (ICSN) system, in which businesses cooperate with each other and share the mutual benefits at the same time. “…自 然 资 源 学 报 至与地球承载力估算值相一致的水平" [11] 。宏观区域、中观行业、微观企业和产品的生 态效率问题已受到学者们的广泛关注 [7,12,13] 。本文涉及的城市生态效率属于区域生态效率 范畴,其实质是将城市作为生态经济复合系统,通过系统内各种自然、经济和社会要 素的有效配置,使经济产出最大化、生态环境影响最小化,从而实现社会经济与生态 环境之间的和谐共赢 [6,14,15] 。城市生态效率定量评估常用的方法有数据包络分析及其改进 模型 [16,17] 、随机前沿面模型 [18] 、TOPSIS 模型 [7,19] 、物质流分析 [20] 、能值或生态足迹法与数 据包络分析的联合模型 [21,22] 。定量评价使用的指标通常包括资源、能源、土地、资本和 劳动力等生产要素投入指标,GDP、工业增加值或销售产值等经济产出指标,废水、 废气和固体废弃物排放量等生态环境影响指标 [6,18] 。已有实证研究表明,城市生态效率 常受工业化、城镇化、产业结构、科技水平、产业集聚水平、交通状况、对外开放、 市场化程度及政策法规等因素的影响 [6,9,18] 。 资源型城市作为一种特殊类型的城市,其生态效率问题受到部分学者关注。已有研 究表明 [23,24] ,与非资源型城市相比,资源型城市的生态效率往往较低。这一方面是由于采 矿业在资源型城市经济体系中占据重要地位,而探矿、勘探、开发、开采生产等各个环 节均会对生态环境产生强烈影响 [25] ,导致空气污染、水质下降、土地侵占、生物群落破坏 等 [26] 。另一方面是因为自然资源禀赋会通过对人力、资本等要素的挤出效应抑制经济发 展,形成生态效率层面的"资源诅咒"效应 [27] 。同时已有研究也发现,不同资源型城市的 生态效率表现存在较大差异。例如,黄雪琴等 [22] 和李惠娟等 [28] 经过对比分析发现,不同资 源类型、城市规模和地理区位的城市之间生态效率差异明显;尹倩倩等 [29] 对再生型资源型 城市、Liu 等 [30] 和 Wang 等 [31] 对煤炭城市的研究也得出相似结论。此外,关于资源型城市生 态效率的驱动因素,已有研究表明除工业化水平、产业结构、城市规模、生产技术、环 境治理等因子的影响较显著外 [32,33] ,政府决策行为、产业组织与布局等也具有重要作用。 例如,Salmi [34] 、Wang 等 [35] 和 Lu 等 [36] 发现,构建产业共生网络有利于提高资源利用率、促 进循环经济、形成产业共生体,进而改善资源型地区生态效率;Korhonen 等 [37] [38] ,黄河大致呈"几"字形自西向东 流经青海、甘肃、内蒙古等 9 个省 (自治区) ,最终注入渤海。河源至内蒙古托克托县河 1 期 阎 晓 等:黄河流域资源型城市生态效率时空演变及驱动因素 口镇为上游,河口镇至河南郑州桃花峪为中游,桃花峪至入海口为下游 (图 1) 。结合 《全国资源型城市可持续发展规划 (2013-2020 年)》 [39] ,黄河流域涉及 38 个资源型地 级城市。由于阿坝藏族羌族自治州相关数据获取难度大且辖区多属于长江流域,故本文 以其余 37 个资源型城市为研究样本,并根据资源保障能力和可持续发展能力…”
