The European Union and the Insiders/Outsiders of Europe: Russia and the Post-Soviet Space

Abstract: The European Union is being perceived in Eastern Europe as an important actor, but with very different connotations. Some neighbours have membership ambitions and see the EU as a model (cf. the enlargement/democracy narrative). For others, relations with the EU are an instrument to balance regional relations (cf. the geopolitical narrative). “…Faced with a wave of enlargement in 2004 and the accession of Bulgaria and Romania in 2007, Brussels became more proactive in the region toward 2002 and elaborated a ENP in 2004 that sought to stabilize the countries to its East and promote both internal reforms and closer trade and institutional connections. The 2003 EU Security Strategy pointed to the necessity for a “ring of well‐governed countries” in Eastern Europe and the Mediterranean (quoted in Fischer :32), which the ENP attempted to ensure with the provision of various incentives for neighbors to gradually meet EU standards (Smith :763). The ENP was also conceptualized as an alternative to EU membership for countries at the edges of the European Union (Milcher, Slay, and Collins :3) that would secure borders in a wider European geographical area (Sasse :295).…”

“…For Russia, the transition to democracy and adaptation to the liberal rules of international conduct became negatively associated with losing state sovereignty (Fischer, 2012). Since the times of Kievan Rus', Ukraine and Russia have battled and identified themselves against common enemies.…”

“…According to Fischer (2012) and Sakwa (2015b), the EU expansion is an imperialist move to overtake Russia's sphere of influence through entrenching liberal values. Hence, the Russian Foreign Minister Sergei Lavrov (cited in Fischer, 2012: 39) asked: "We are accused of trying to have spheres of influence.…”
