The European Marine Strategy: Noise Monitoring in European Marine Waters from 2014

Abstract: The European Marine Strategy Framework Directive requires European member states to develop strategies for their marine waters leading to programs of measures that achieve or maintain good environmental status (GES) in all European seas by 2020. An essential step toward reaching GES is the establishment of monitoring programs, enabling the state of marine waters to be assessed on a regular basis. A register for impulsive noise-generating activities would enable assessment of their cumulative impacts on wide te… Show more

“…The monitoring of underwater noise is included in the European Union's Marine Strategy Framework Directive (MSFD; EU, ), which is concerned with ensuring good environmental status (GES) of European waters (Andersson et al, ; Dekeling et al, ; Tasker et al, ; Tasker et al, ; van der Graaf et al, ). The directive requires that the introduction of energy, including underwater noise, must be at levels that do not adversely affect the marine environment.…”

“…While all the TOB can be affected by vessel noise (Hildebrand, 2009;McKenna et al, 2012), the ones centred at 63, 79, 100, and 125 Hz were used, as these are the current noise indicators of low-frequency vessel noise in an European management context (Dekeling et al, 2016;Garrett et al, 2016), and are less influenced by flow and wind noise (Wenz, 1962;Tasker et al, 2010;Peng et al, 2015;Merchant et al, 2016;Thomson and Barclay, 2020).…”

“…The steep rises, high peaks and rapid falls in pressure caused by explosive cutting generates impulsive underwater noise and the impact from this will likely dominate any continuous noise sources, such as from vessels. The European Marine Strategy Framework Directive (MSFD) (2008/56/EC) suggested measures to assess underwater sound [3]. This assessment resulted in noise descriptors for low and mid frequency impulsive underwater sounds within the frequency range of 10 Hz to 10 kHz.…”
