This article seeks to identify the core dimensions of and the challenges to innovative school food reforms. Aiming to frame the discussion, the article examines three school feeding strategies: the World Food Programme’s Purchase for Progress (P4P) programme, the Brazilian School Feeding Program, and the European Public Food Procurement system. The first part conceptually defines what is meant by innovative forms of school food procurement, especially regarding its underlying values. It shows that school food reforms go beyond improving access to food, enhancing educational outputs and supporting economic development goals. School feeding holds a transformative potential, insofar as institutional purchases become organized and develop in line with the goals of sustainable development, well-being and social justice. In the second part, we present contemporary examples of good school feeding practices, whose elements might, or might not, be pertinent in particular cases. There are two main lessons emerging from our research. First, policy reform and governmental will are not enough, if the institutional and legal frameworks for operationalizing new school feeding programs are not adjusted to local conditions. Second, we argue that procurement policies or city food strategies can open spaces of manoeuvre within fiscal, material and governance constraints, although the role of social actors is essential and constructive for the success of nesting policy innovations

RESUMEN/ Las siguientes reflexiones se enmarcan en un seminario presentado durante la Semana de la Sustentabilidad (mayo, 2014), en la Universidad de Chile. Este seminario se enfocó en el reciente incendio de Valparaíso, el que se contrasta con el incendio que afectó parte del estado de Victoria, Australia (febrero 7, 2009). Ambos incendios se consideran los más devastadores en la historia de estos países. Para este seminario se sugirió responder a cuatro preguntas, las que ayudaron a orientar la presentación y también a cuestionar algunas de las premisas. Entre estas premisas está la idea de que se puede solucionar un problema de escala urbana a través del objeto vivienda, lo que conlleva a un uso distorsionado de la noción de sustentabilidad. Entre las similitudes y diferencias de estos dos casos, llama la atención que en ambos se enfatizan las soluciones de vivienda como respuesta a un problema mucho más crítico, que era y sigue siendo, la falta de planificación. ABSTRACT/ The following reflections are part of a seminar presented during the Sustainability Week (May, 2014), in the University of Chile. The seminar addressed the recent fire in Valparaíso, comparing it with the fire that affected part of the state of Victoria, Australia (February 7, 2009). Both fires are considered to be the most devastating events in the history of each country. The seminar worked with four questions, which helped guide the presentation and questioned certain premises. One of these premises was the notion that an urban scale issue can be solved at the housing level, which is a distorted use of the idea of sustainability. Comparing both cases, a notable issue is that both put an emphasis on housing solutions to address a much more critical problem, which was and still is a lack of planning. Ongoing financial, environmental and political adjustments have shifted the role of large international airports. Many airports are expanding from a narrow concentration on operating as transportation centers to becoming economic hubs. By working together, airports and other industry sectors can contribute to and facilitate not only economic prosperity, but create social advantage for local and regional areas in new ways. This transformation of the function and orientation of airports has been termed the aerotropolis or airport metropolis, where the airport is recognized as an economic centre with land uses that link local and global markets. This chapter contends that the conversion of an airport to a sustainable airport metropolis requires more than just industry clustering and the existence of ‘hard’ physical infrastructure. Attention must also be directed to the creation and on-going development of social infrastructure within proximate areas and the maximization of connectivity flows within and between infrastructure elements. It concludes that the establishment of an interactive and interdependent infrastructure trilogy of hard, soft and social infrastructures provides the necessary balance to the airport metropolis to ensure sustainable development. This chapter provides the start of an operating framework to integrate and harness the infrastructure trilogy to enable the achievement of optimal and sustainable social and economic advantage from airport cities.
