This paper intends to contribute to the debate on gender equality and water within the Sustainable Development Goals SDGs 5 and 6. Farmers organizations are often considered key stakeholders whose participation should be fostered to achieve a good water governance in agriculture and irrigation programs. Nonetheless, many water management interventions tackle participation as an instrumental and formal process. A common assumption is that granting sufficient space for women in water management will automatically ensure a greater gender empowerment. Nevertheless, often low importance is given to assessing who really actively participates and benefits from water development projects, favoring the technical aspects. This paper addresses the articulation between gender, water management and indicators, using male, female and mixed farmer organizations as touchstones in three regions of Senegal. The authors defines a system of water gender indicators grouped into five sections. The first results show more similarities between mixed and female organizations, while the main gender inequalities are visible in the water technique and economic domains. Thanks to this study, we can see how a gender-based analysis may allow to more deeply understand some more or less "hidden" water governance mechanisms and their related implications in terms of project management and policy making.

Abstract:The sustainable management of natural resources, and particularly groundwater, presents a major challenge in arid regions to ensure security of water supply and support agricultural production. In many cases, the role of smallholder farmers is often neglected when managing irrigated water and land processes. However, management decisions have a major impact on farmers' livelihoods, and it is essential: first, to recognise the crucial role of regional and local social, political and economic systems; and second, to integrate farmers' perspectives in the governance and management of local groundwater practices. This is particularly important as the ways in which arid region farmers use land and water have wider implications for land degradation and salinization. This paper uses a community-based approach to identify and examine the social, economic and cultural dimensions to groundwater irrigation systems from the perspective of local farmers in central Iran. The paper utilises interviews with local farmers and water agencies in Iran to reflect on their respective roles within the irrigation system and in developing management plans for the sustainable use of groundwater. Through social research, we investigate the reasons why farmers might reject government irrigation management schemes and outline how local problems with land degradation and salinization and reduced water availability have arisen as a result of changing management policies. In conclusion, we identify future challenges and consider appropriate future management strategies.

Abstract:In this article we present two logics of water efficiency: that of the Water Footprint and that of mango smallholder farmers on the desert coast of Peru (in Motupe). We do so in order to explore how both can learn from each other and to discuss what happens when the two logics meet. Rather than treating the Water Footprint as scientific, in the sense that it is separate from traditions or politics, and Motupe poza irrigation as cultural and, therefore, thick with local beliefs and superstitions, we describe both as consisting of intricate entanglements of knowledge and culture. This produces a more or less level playing field for the two water logics to meet and for proponents of each to enter into a conversation with one another; allowing furthermore for the identification of what Water Footprint inventors and promotors can learn from poza irrigators, and vice versa. The article concludes that important water wisdom may get lost when the Water Footprint logic becomes dominant, as is currently about to happen in Peru.
