Purpose-The purpose of this paper is to focus on the denial of social support to homeless persons and related societal effects of new local governance arrangements. Design/methodology/approach-Analysis of new data and secondary evaluative and comparative data on the policies, administrative structures and management styles of Copenhagen, Glasgow and Amsterdam have brought better understanding of the elements of local governance arrangements that influence the number of homeless persons who are denied access to services and the number of persons sleeping rough who are not eligible for social support. Theoretical explanations for the impact of governance arrangements on these processes and societal effects are considered. Findings-It appears that while the body of research, reports and policy documents on non-eligibility for homelessness services is growing, legal responses at best remain vague, and policies are still in the process of being developed. Modest progress on policy goals, and even more so on policy instruments, leading to less detrimental outcomes, can be explained by centralising and decentralising trends and the relationships between state and society. The latter may also be indicative of how the increased focus on the legal problems of some EU migrants can be explained. Research limitations/implications-The two points in time documented for the case studies are relevant in understanding processes underlying the current circumstances of homeless persons and homeless migrants and offer an interdisciplinary insight into governance and politics, law, and public and health service perspectives. Social implications-Good policy practice, as this paper shows, can lead to a difference in individual lives. Originality/value-Much is unknown about considerations inside government. This paper contributes by combining theoretical and insider perspectives.

Sustainability transition emerges in various types of community-scale projects. Indonesia has been actively implementing solar water pumping systems (SWPS) since 1982. However, for almost four decades, SWPS, as a niche innovation, have not achieved significant adoption of solar technology in the water utility sector. This study aimed to assess local governance aspects of SWPS in the context of sustainability transition from two perspectives: internal niche management and local actors. We assessed nine SWPS projects in Yogyakarta Province, Indonesia, using structured interviews that were analyzed using descriptive statistics and qualitative content analysis. The results showed that the discontinuation of support made SWPS unsustainable, operating only for an average of 4 years. Crucial operational factors included electrical damage, insufficient training, and lack of funds for damage repair. The iterative process of learning, network building, and vision did not eventuate. SWPS have direct benefit on the water supply; however, technological performance feedback related to the karst environment was insufficiently addressed and the network of actors did not expand to higher levels of local government. SWPS were viewed as an unreliable technology; hence, there was no vision for applying SWPS as a water utility. Solar photovoltaic pumps need strong support to compete with diesel and electrical water utility pumps. To achieve sustainability transition, it is imperative to generate vision, promote policy change, and build committed networks within local government rather than simply replicate the number of project installations.

Fostering societal participation of marginalised people in street-outreach services in the Netherlands

Marginalisation is a multilevel phenomenon in society depriving people from essential rights, resources, and opportunities. Street-outreach services in the Netherlands, like social street work (SSW), support these marginalised people in fostering their participation in society as an answer to their marginalised position in society. We followed 927 clients in SSW over an eight-month period. Clients filled in a questionnaire at three timepoints. We examined whether clients’ perceived belongingness, self-esteem, strengths, and informal support (outcome measures) were associated with the working relationship, over time. Results showed the establishment of a working relationship with clients at all three timepoints. An evolving working relationship was associated with an increase in clients’ perceived belongingness, self-esteem, strengths, and informal support over time. This study showed the ability of workers to establish a working relationship with clients in their living environment and underscored the necessity of establishing a working relationship in street-outreach services to foster clients’ participation in society. This study encourages policymakers to reflect on current street-outreach services, to deviate from demanding short-term and measurable results from professionals’ efforts, and to opt for a better fit between performance and financing conditions and daily practices of street-outreach services.
