The Effect of Mental Illness on Segregation Following Institutional Misconduct

Abstract: Recent anecdotal reports have suggested that disciplinary segregation in prison is disproportionately used against mentally ill inmates. To date, little research has examined this phenomenon empirically. This study analyzes the impact of a prediagnosed mental illness on the likelihood an inmate is sentenced to segregation following an institutional misconduct in state facilities. Findings suggest that inmates with a mental illness have a higher likelihood of being sentenced to segregation compared with inmates… Show more

“…Detained immigrants who are mentally ill are more likely to be placed in solitary confinement for longer periods than people without mental illness (see also Patler et al, 2019), again reflecting patterns documented in the prison context (Clark 2018;American Civil Liberties Union 2019;Kaba et al 2014;Reiter et al 2020;Reiter and Blair 2015). This is particularly troubling since solitary confinement is known to both initiate and exacerbate serious mental illness (Haney, 2018;Reiter and Blair, 2015;UN News, 2011).…”

“…Some studies that focus on mental health have found that prolonged isolation has the potential to worsen mental health conditions, such as anxiety and psychosis (Haney, 2003), while others suggest that it may not be the housing that worsens mental health conditions, but rather the prison environment in general (Clark, 2018). This can also be seen among studies that have focused on post-release recidivism.…”
