Lessons for fisheries management from the EU cod recovery plan

The performance of the EU long-term management plan for cod stocks, in force since 2009, is analysed focusing on the human and institutional factors. The plan operates through landings quotas (TACs) and effort restrictions following a Harvest Control Rule, and deploys a novel instrument allowing Member States to 'buy back' or increase fishing effort for fleet segments engaged in cod-avoidance measures. The stipulated fishing mortality reductions have not been achieved. On the positive side, the 'buy-back' instrument has led to increased uptake of selective gear and implementation of permanent and real-time temporary closures. On the negative side, ignoring the dimension of fishers as reactive agents in the design, the impact assessment, and the annual implementation of the measures has contributed to the failure to adequately implement the plan and achieve its objectives. The main problem is that the landings quotas taken in a mixed fishery did not limit catches because fishers were incentivised to continue fishing and discard overquota catch while quota for other species was available. The effort limitations intended to reduce this effect were insufficient to adequately limit fishing mortality in targeted fisheries, although fishers experienced them as prohibiting the full uptake of other quotas. Recommendations for future plans include (i) management through catch rather than landings quotas, (ii) the internalisation of the costs of exceeding quotas, (iii) use of more selective gear types, (iv) the development of appropriate metrics as a basis for regulatory measures and for evaluations, (v) participatory governance, (vi) fisherybased management, (vii) flexibility in fishing strategy at vessel level. Bases conceptuales para la aplicación de una evaluación de estrategias de manejo (EEM) en sardina común (Strangomera bentincki) y anchoveta (Engraulis ringens)en la zona centro-sur de Chile RESUMEN. Se identifican los factores claves a considerar en el desarrollo de una evaluación de estrategias de manejo (EEM) para los recursos pequeños pelágicos en la zona de centro-sur de Chile, sardina común (Strangomera bentincki) y anchoveta (Engraulis ringens). En Chile, la EEM no ha sido aplicada al manejo de estas pesquerías y la asesoría científica se ha desarrollado sobre la evaluación de estrategias de explotación utilizando modelos de evaluación mono-específicos. Para ambas especies se analizan los siguientes tópicos: i) alternancia en la abundancia poblacional asociada a los pulsos de reclutamientos y capturas, ii) variabilidad temporal en la fuerza del reclutamiento, iii) estacionalidad del crecimiento cohorte y especie-específico, y iv) relación ambiente-recurso. Los resultados evidencian que los tópicos analizados debieran ser considerados en la construcción de un modelo operativo y/o en la regla de cosecha, dado el carácter mixto de ambas pesquerías, su marcada alternancia y la influencia de las condiciones ambientales. Por lo tanto, se propone que el diseño e implementación de una EEM para sardina común y anchoveta, incluya los elementos señalados en un marco de evaluación multi-especifico y de manejo de carácter mixto. Conceptual bases for implementing a management strategy evaluation (MSE) for common sardine (Strangomera bentincki) and anchovy (Engraulis ringens) in south-central zone of ChileABSTRACT. Key factors to consider in the development of a management strategy evaluation (MSE) for small pelagic fish resources of south-central Chile, common sardine (Strangomera bentincki) and anchovy (Engraulis ringens) were identified. In Chile, MSE has not been applied to manage these fisheries and scientific advice has been developed on the evaluation of harvest strategies using single species stock assessment models. For both resources the following topics were analyzed: i) alternation of population abundance pulses associated with recruitment and catches, ii) temporal variability in recruitment strength, iii) seasonality of cohort and speciesspecific growth, and iv) relationship resource-environment. Results show that the topics analyzed in this work should be considered in the development of an operating model and/or harvest control rules, given the mixed nature of both fisheries, the marked alternation and the influence of environmental conditions. Therefore, it is proposed that the design and implementation of a MSE for sardine and anchovy complex, considers the elements outlined in this study and within the framework of multi-specific assessment and mixed fishery management.

-Catchability is crucial for the economic performance of fisheries and their management. However, in many bio-economic simulation models it is assumed to be either constant or it is largely ignored, despite the fact that it is known to vary due to technical, environmental and behavioral factors. Such variation can cause the relationship between effort and fishing mortality to be nonlinear. This paper provides evidence for the possibility of nonlinear optimizing behavior from the Dutch beam trawl fishery, provides a methodology for estimating the curvature of the resulting relation, and a simple way of implementing these processes within a bio-economic model. Moreover, it shows the influence of a nonlinear relationship between effort and fishing mortality in a model of effort management (EU long-term flatfish management plan).
