The ECETOC approach to targeted risk assessment; lessons and experiences relevant to REACH

Abstract: ECETOC has been developed an approach by which the health and environmental risks arising from the supply and use of chemicals can be quickly and reliably evaluated by chemical suppliers. The approach has been available as a web-based tool since 2004. During the development and implementation of the approach, ECETOC has consulted widely so that the approach is seen to meet the required levels of science while also meeting the differing needs of affected stakeholders. The consultation process has yielded a numb… Show more

“…The TRA tool has been widely applied by various industry sectors and has several advantages when carrying out consumer exposure assessments under REACH. 9, 10, 11 It provides a conservative screening level estimate of exposure with minimal information and time requirements. However, it neither provides output in the form required by EU safety data sheets nor for authoring the outputs in an automated manner to avoid errors and minimize user variation.…”

“…Models are now widely used in regulatory risk assessments for industrial chemicals as well as in the management of these and other process that generate hazardous substances in workplaces. In Europe, the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulations allow registrants to rely on exposure estimates made using a variety of mathematical models, including the Targeted Risk Assessment (TRA) tool developed by the European Centre for Ecotoxicology and Toxicology of Chemicals [1], Stoffenmanager ® at www.stoffenmanager.com [2] and the Advanced REACH Tool (ART) [3]. In addition, models like ART and Stoffenmanager ® are in line with and are used under the EU health and safety regulations Directive 98/24/EC-risks related to chemical agents at work and Directive 2004/37/EC-carcinogens or mutagens at work.…”

“…Only a few generic screening tools for assessing occupational inhalation exposure are available in Europe, such as COSHH essentials (Maidment, 1998), ECETOC TRA (Money et al, 2007;ECE-TOC, 2009), Stoffenmanager (Marquart et al, 2008), and the 'Easy-to-use workplace control scheme for hazardous substances (EMKG) (http:// www.reachhelpdesk.de/en/exposure/exposure.html). Some information on the validity of these models has been published but in general only limited information is available (Schinkel et al, 2010).…”
