This study aimed to test the impact of government commitment, curriculum development, and education and training, either directly or indirectly through school management and business actors' participation in maritime learning activities to develop student competencies. This research was conducted in five junior high schools in North Jakarta and Java provinces, Indonesia. The sample size was 175 students of grade IX selected through random sampling techniques. Data was collected through a questionnaire distributed to student respondents, and interviews and focus group discussions with school principals and teachers. Specifically, testing was performed before the questionnaire was administered to determine its validity and reliability using the help of the SPSS program version 24.0. The responses to the questionnaire were processed and analyzed using SEM techniques with the Lisrel 2 version 8.70 program. The findings revealed that variables of government commitment, curriculum development, education and training, directly and indirectly, through school management and business actors' participation, have a positive effect on maritime learning activities. Furthermore, maritime learning activities also have a positive impact on the development of students' competencies, especially in making career choices, developing entrepreneurial aspirations, and developing the love of marine life. On this basis, marine learning activities require attention to influence variables along with indicators that contribute to each of the variables studied. The development of marine competence requires supporting facilities, establishing cooperative relationships with parties outside of school, apprenticeship or training assistance, the availability of learning media (including digital technology as a source of knowledge, information, etc.). Contribution/Originality: This study is a unique attempt to examine the impact of variables like government commitment, curriculum development, and education and training maritime learning activities at two levels: first directly through school management and participation of business actors; second, indirectly by developing students' competencies. 1. INTRODUCTION A maritime curriculum in educational institutions awakens students' insights, awareness and love for the sea that surrounds the Republic of Indonesia, an archipelago consisting of more than 17 thousand large and small islands. This study has been conducted in order to produce a learning module of lathe machining in vocational high school 2 Yogyakarta. Furthermore, the feasibility of the module and the user response are also evaluated. The method that used in this research was research and development using 4D model. The instrument collection data used in this research was questionnaire. Questionnaire is used at the stage of validation and assessment product by experts and students as product user. From the feasibility test, it could be concluded that the learning media produced is in very feasible level based on all validation score from material expert lecture, material expert teacher, learning media expert lecturer, and students as users.

The government’s physical distancing policy to prevent transmission of the covid19 virus caused changes in learning patterns from face-to-face learning to distance education. The application of distance education at Universitas Negeri Yogyakarta is one of them through e-learning. Measurement of the level of e-learning user satisfaction is an assessment of the success of e-learning itself. The method used to measure students’ level of satisfaction using e-learning is End-User Computing Satisfaction (EUCS). EUCS has five indicators, namely, Content, Accuracy, Format, Ease of Use, and Timelines. The research sample was taken using a random sampling technique. The data collection technique was carried out using a questionnaire. Data analysis uses descriptive statistical analysis and inferential statistical analysis. Based on the analysis results, the content evaluation value is 4.0300, the accuracy evaluation value is 4.0200, the evaluation value is 4.2550, the evaluation value for easy use is 4.0288, and the evaluation value for timeliness is 4.0900. The overall analysis results showed that the students were satisfied with the e-learning course in vocational learning media.
