The Costs of Power Interruptions in Germany: A Regional and Sectoral Analysis

Abstract: A high standard of security of electricity supply comes at serious electricity system costs. However, these system costs have to be balanced with the economic costs induced by an insecure supply of electricity. Following a macroeconomic approach, we analyze the economic costs imposed by potential power interruptions in Germany. Using an extensive dataset on industries and households, we estimate both Values of Lost Load and the associated hourly costs of power interruptions for different German regions and sec… Show more

“…In our model, we allow to curtail load with a value of lost load (VOLL) of 7.41 e per kWh (Growitsch et al, 2015). This rather high value forces the model to curtail load as a last resort to ensure feasibility.…”

“…Another paper introduces outage cost estimations for industry sector customers from South Korea [19]. Various other generic power interruption assessment papers have been published for customers from Germany [20] Lebanon [21] and South Africa [22]. These studies make use of customer surveys and indirect analytical methods to make the estimations.…”
