The Conception of Entrepreneurship’ Facilitation: From the Evolution of Entrepreneurship Theory to New Principles

Abstract

THE CONCEPTION OF ENTREPRENEURSHIP' FACILITATION: FROM THE EVOLUTION OF ENTREPRENEURSHIP THEORY TO NEW PRINCIPLES В статті представлено новий науковий підхід до етапізації еволюції теорії підприємництва, що передбачає поділ всіх етапів на дві групи: такі, що передували введенню в економічну науку понять «підприємець» та «підприємництво» у близькому до Problem Statement. The current state and negative trends in the development of national entrepreneurship, in particular small, the inconsistency of the existing theoretical basis with the practical requirements of business entities require the development of new concepts, the implementation of which would change the situation for the better. The purpose of our study is to develop methodological principles of the concept of entrepreneurship facilitation: postulates, principles, staging of the facilitation process based on the study of the evolution of entrepreneurship theory. Materials and methods. Our information base was the results of own and other scientific studies. Throughout this research, we used methods of comparison, systematization, induction and deduction, critical analysis, etc. Research results. The article presents a new scientific approach to the staging of the evolution of the theory of entrepreneurship, which involves the division of all stages into two groups: those that preceded the introduction into economics of the concepts of "entrepreneur" and "entrepreneurship" in a close to modern sense; such when these concepts were introduced into scientific circulation and began to be used constantly in economics. The stages of the economic mainstream and information entrepreneurship are highlighted, as well as the forecast for the emergence of a stage related to the facilitation of business development with an emphasis on small and medium enterprises. In accordance with the above, methodological principles of business development facilitation have been developed by substantiating the provisions of the new (facilitation) concept of entrepreneurship and formulating the principles of business facilitation that will promote its development. The following basic principles of the concept of business facilitation are formulated: voluntary and direct interaction, freedom of choice, key role of business entity, variability and individualization of forms and methods of facilitation, regulation of rights and responsibilities, protection, transparency, efficiency, unity of theory and practice, incentives business development. The facilitation process is proposed to be carried out in seven stages, including: preliminary diagnosis of the state of the business entity; scientifically sound choice of forms and methods of facilitation; determining the range of facilitators, sources and period of facilitation; development of the facilitation program; direct implementation of the facilitation process; monitoring and mid-term evaluation of the effectiveness and efficiency of facilitation measures; final evaluation of the results and effectiveness of facilitation.
