The aim of the article is to present the regional differentiation of indicators characterizing the economic development of Polish regions in the context of the progress made in the implementation of the concept of sustainable development in 2010 and 2017. The authors focused primarily on determining the position of Lubuskie Province on the economic map of Poland. The article proposes a set of indicators monitoring one of the areas of sustainable development - economic development, which also take into account other areas of sustainable development, i.e. social development, environmental development, and institutional-political development. The main criterion for the selection of indicators were substantive premises and their completeness and accessibility across the regions. The analysis and evaluation of the proposed indicators (explanatory variables) were conducted within five thematic areas which mark the economic development of the regions and which are important from the standpoint of the sustainable development concept: 1) Potential of the economy 2) Innovativeness of the economy 3) Economic activity of enterprises, 4) Production and transportation, 5) Economic activity of households. The article consists of two sections. In the first section, based on literature review, the most important issues regarding the concept of sustainable development and the state of scientific research on the indicators of sustainable development at regional level are presented. The second section addresses the concept of indicator analysis on the basis of which an assessment of economic development of 16 Polish regions was carried out and the position of Lubuskie Province was determined against the backdrop of the other regions. The findings prompted an answer to the question concerning the economic development of Polish regions, and in particular of Lubuskie Province, in the context of the concept of sustainable development.Keywords: indicator analysis, region, sustainable development, economic development, Poland

To balance interests among local communities and increase awareness of the need to protect the environment, landscape and spatial order, there is a need for active participation, cooperation and mutual learning of participants in the planning process, including urban planners, specialists from other disciplines (among others, ecologists, landscape architects and surveyors), local authorities and residents. This article presents the problems associated with housing development in suburban areas within the context of rules for sustainable development, and spatial and social justice. It presents an assessment of the spatial configuration of plots and the possibilities for development and management of these in the selected communes located in suburban area of Warsaw, the capital city of Poland. A methodology was developed for the preparation of planning documents in the commune, allowing the minimization of the problem of spatial injustice resulting from the flawed structure of registered plots.

Evaluation Research of Green Innovation Efficiency in China’s Heavy Polluting Industries

Recently, green innovation efficiency, which considers innovation and environmental factors, is gradually becoming important for the sustainable development of Chinese heavy polluting industries because of the increasing strictness in China’s environmental regulations. Previous studies ignore the impact of external environmental factors on the efficiency of green industry innovation and fail to explain the complex relationship between environmental and technical efficiency fully. Therefore, a non-radial directional distance function-data envelopment analysis (DDF-DEA) three-stage green innovation efficiency evaluation model was constructed to measure the green innovation efficiency of China’s heavy polluting industries objectively and explore the impact mechanism of external factors. Then, the aforementioned model was used to conduct an empirical test on China’s heavy polluting industries. Results indicate that the green innovation efficiency of heavy polluting industries is generally low in China, and the entire industry is in the transitional stage of “effective innovation but not green.” The uncertainty of the effect of the environmental regulation policy, the over-reliance on external technologies, and the scale diseconomies of industries, which are the key factors in improving the green innovation efficiency of China’s heavy polluting industries, have a significant negative impact on green innovation efficiency. The conclusions of this study can provide a useful reference for China and other emerging markets to formulate reasonable environmental regulations and green transition of heavy polluting industries.
