The Concept of Degressive and Progressive Proportionality and Its Normative and Descriptive Applications

Abstract: Abstract. The article discusses the concept of progressive and degressive proportionality of the distribution of parliamentary seats. In the first part are presented axiological sources of the principles of proportionality and progressive and degressive proportionality and the history of degressively proportional apportionments of seats in the European Parliament. The main part of the article is devoted to the formulation of proposals for strict formal definition of degressive and progressive proportionality, … Show more

“…The literature (Ramírez González et al, 2012;Delgado-Márquez et al, 2013) adopted terminology of "unrounded degressive proportionality" (Słomczyński & Życzkowski, 2012;Cegiełka, 2016) in opposition to "rounded degressive proportionality", where allocation = ( ' , * , … , , ) satisfies the conditions (1) and (2). “…Furthermore, algorithms producing degressively proportional divisions are put forward. Among others, the papers (Arora et al, 2016;Charvat, 2019;Chen et al, 2017;Dniestrzański, 2014a, b;Dniestrzański & Łyko, 2014;Haman, 2017;Łyko & Rudek, 2013;Słomczyński & Życzkowski, 2012) deal with those topics.…”

“…A lot of research is also focused on one of the most important proposals developed in 2011 by the participants of the scientific meeting held at the instigation of the Committee on Constitutional Affairs of the European Parliament (AFCO) at the Centre for Mathematical Sciences, University of Cambridge. The papers such as Cegiełka et al (2019), Duff (2012), Grimmett (2012), Grimmett et al (2012), Habermas (2017, Haman (2017), Laslier (2012), Łyko and Rudek (2017), Macé and Treibich (2012), Moberg (2012), Grimmett (2018), Policy Department (2017) and Słomczyński and Życzkowski (2012) deal with this subject among other things.…”
