The Challenges of a Biodiesel Implementation Program in Malaysia

Abstract: The palm biodiesel industry is facing many challenges implementing biodiesel program in Malaysia. This paper addresses the importance of the B10 blend (10% biodiesel, 90% petroleum diesel), global challenges of palm oil import and export, and protective measures for continuous positive growth of the palm oil sector. Palm oil is the backbone of Malaysia’s economy, covering more than 5% of its gross domestic product (GDP). The key steps taken by the Malaysian government for the successful implementation of the B… Show more

“…Furthermore, both investment and transportation costs could not be precisely determined in this study, since the investment cost depends on each plant, and transportation cost will be calculated based on the agreement between plant and transporter [66]. In the case of product cost, the biodiesel price would be calculated based on B7 (7% blended biodiesel) price since this is a current biodiesel mandate in Malaysia's industrial scale [69]. Accordingly, Malaysia has six refineries with a production capacity of approximately 596,700 barrels per day.…”

“…The number of biodiesel plant was later increased to 17 in 2016, which made the biodiesel production capacity increase to 500,833 t (Lau, 2017). The biodiesel production has been gradually increased since then and reached the capacity of almost 900,000 t in 2019 (Zulqarnain et al, 2020). The biodiesel industry in Malaysia is still considered small and the Malaysian government through MPOB is taking all the necessary steps to increase the biodiesel capacity to 2.6 million tonnes by granting more licenses to potential companies (Idris, 2012).…”
