The baseline assessment of Grade 1 learners’ literacy skills in a socio-economically disadvantaged school setting

Abstract: <p>Research has revealed that the academic performances of learners in South Africa are below the required level. The Western Cape Education Department (WCED) launched the literacy and numeracy strategy 2006–2016 in response to the low literacy and numeracy levels. In addition, the WCED introduced the Grade 1 baseline assessment in 2006, as part of the literacy and numeracy strategy. “…Expressive language development is usually described using the standards set in English according to the Brown’s stages of syntactic and morphological development where children begin to express their thoughts in single words around 12 months and achieve full sentences and narrative skills by 5 years [ 14 ]. Early identification of ‘at-risk children’ usually occurs around the age of 5 years when they are enrolled in a preschool since the provision of appropriate interventions and support can substantially affect future scholastic progress [ 15 ]. Since attendance of grade R has been found to influence literacy development, we decided to determine expressive language skills in children attending a preschool [ 16 ].…”

“…These factors result in the maintenance of intergenerational poverty for families from low SES (Wasik & Hindman, 2011). Children of parents with a high level of education and SES have a broader vocabulary and are on average six months ahead with literacy development compared to children of parents with no formal education and a lower SES (Rowe et al, 2016;Wildschut, Moodley, & Aronstam, 2016). In South Africa, these factors are pertinent as over 30,3 million people live in low socio-economic settings, of which 66,8% are between the ages of zero to 17 years old (Statistics South Africa, 2017).…”

“…From an intellectual support perspective, the government provides education from Reception to Grade 12, and approximately a third of younger age groups also attend an educational institution (Statistics South Africa 2014). However, in socioeconomically disadvantaged settings, barriers to learning are already present in the early grades (Wildschut, Moodley & Aronstam 2016). Many South African learners seem unprepared for formal education and there is a need for development programmes that are implemented in early childhood.…”
