Досліджуються сучасні методи кодування відеозображень, що активно використовуються в інфокомунікаційних системах спеціального призначення. Аналізуються проблемні аспекти використання алгоритмів сімейства JPEG в процесі кодування відеоданих з позиції забезпечення збереження семантичної складової в умовах необхідного рівня компресійних характеристик. Пропонується принципово новий підхід до процесу обробки відеоінформації, основною відмінною рисою якого є відсутність необхідності переходу від просторового до частотного представлення зображення. Сутність підходу полягає у реструктуризації даних відеоінформаційного ресурсу за кількісною ознакою, що враховує семантичне навантаження елементів відеопослідовності. В ролі інструменту для реструктуризації інформаційного простору виступає кількісний показник, що враховує статистичні закономірності та кореляційні зв’язки елементів. Це дозволяє створити умови для управління якістю реконструйованого відеозображення в умовах забезпечення необхідного рівня компресійних характеристик за рахунок додаткового усунення психовізуальної надмірності повідомлення. Перевагами запропонованої концепції реструктуризації інформаційного простору кодованих даних є створення умов для покращення компресійних характеристик у порівнянні з існуючими алгоритмами в умовах забезпечення необхідного рівня якості.

The existing methods of data restructuring, implemented in modern algorithms for coding data of information resources, are investigated. The problematic aspects of using methods of external data restructuring are analyzed from the standpoint of ensuring the appropriate level of reliability. The main ones among them are the possibility of losing key information during the reconstruction of the original message, which can lead to the adoption of erroneous and untimely decisions by the relevant security sector authorities to overcome crisis situations. Requirements for information resources used in the interests of security sector bodies in the context of the need for a prompt response to overcoming crisis situations are being formed. In order to increase the efficiency of data coding of an information resource from the position of a compact representation in conditions of ensuring an appropriate level of quality, a method of external restructuring is being developed, which additionally allows to eliminate psycho-visual, statistical and structural redundancy of the message. External restructuring of data means the formation of a new message alphabet (color palette for an image). A new approach to restructuring these information resources is proposed, the essence of which is to determine the significance of individual elements in the initial message by a quantitative indicator, and then adjust the power of the original message, which allows creating more favorable conditions for further coding.

The technology of compression coding of video data for information communication systems of the air segment is being studied. Distinctive features of the developed technology are the following: structural decomposition of the information space by structural feature; the use of a two-hierarchical scheme of statistical coding. A feature of the proposed technology is the use of a statistical approach in the process of forming the informational part of the codegram and the marker (identifier) of the code structure in the original code sequence. This makes it possible to create conditions for localizing the action of errors that occur in the process of video data delivery in the air segment info-communication systems. A model for evaluating the effectiveness of the proposed video data compression coding technology is created. A feature of the created model is the use of both quantitative and qualitative indicators of data distortions of the video information resource under the conditions of errors in the data transmission channels. A comparative analysis of the developed technology with lossless coding methods (Huffman method) and existing compression coding technologies built on the basis of the JPEG platform is carried out. The advantages of the proposed technology are the provision of localization of the action of errors due to the use of additional service information (identifiers) about the code structure, which is formed in the process of statistical coding of the data of the video information resource.
