Airport business management literature commonly evaluates the performance of these organizations based on the number of passengers and cargo processed, aircraft movements, number of runways, number of employees, and passengers’ terminal dimension, among other factors concerning commercial aviation, commonly applied to large structures, with gaps being identified in the literature of small airports. The identification and analysis of the main factors that interfere with the performance of airport business, and the strategic and operational management of small public airports have been analyzed from 24 small Brazilian airports. The study employed the Data Envelopment Analysis method based on the Charnes, Cooper, and Rhodes model, as well as the Banker, Charnes, and Cooper model, adapted for Visual Basic Analysis. The main results demonstrate that infrastructural characteristics, such as runway width, pavement classification number, runway length, buldings' age, maximum take-off weight of the critical aircraft, passenger terminal size, and air cargo and passengers processed, show significant relevance to the operational performance of small airports. The main theoretical implications of the study are the definition of strategic and operational parameters that impact the performance of small airports, which can be used as a reference by air transport decision-makers.

Due to the significant proportion of General Aviation (GA) in aircraft fleets and the high number of aerodromes in various countries, establishing investment criteria for aeronautical infrastructure necessitates the formulation of public policies regarding aviation. The literature dealing with the prioritization of airfields in receiving investments commonly uses commercial aviation data, such as the movement of passengers and aircraft at airports. As this kind of measure is not usually recorded in GA, such as the movement of air taxis, agricultural aviation, and instructional flights, the main gap covered by this study is to use variables that are feasible for GA. Adopting Brazil as a case study due to its substantial quantity of aircraft and aerodromes, this study’s georeferenced analysis considered 574 public aerodromes, 4,899 cities, and 4,550 towns distributed throughout the country, totaling 9,449 locations. To prioritize GA aerodromes, multi‐criteria decision‐making was used to prioritize 380 aerodromes with exclusive GA operations. The results indicate that regional location is the main concern in the construction of new aerodromes for GA, to prioritize better spatial coverage within the national territory. Furthermore, the study proposes a simplified mathematical model for public managers to use when formulating public policies to prioritize already existing aerodromes to increase investments and estimate maximum values to invest in these aerodromes. Different variables can be incorporated into the model according to the particularities of each country when formulating public aviation policies.

PurposeThe global economy and air transport business have been negatively affected owing to the COVID-19 pandemic outbreak. As countries tighten restrictions on international movements, the growing emphasis on air cargo places pressure on airports to maintain and upgrade their cargo policies, facilities and operations. Hence, ensuring the competitiveness of cargo airports is pivotal for their survival under volatile global demand. This study aims to evaluate the importance of competitiveness factors for cargo airports and identify areas for further improvement.Design/methodology/approachThis study applies the Best-Worst Method (BWM) to assess the cargo airports' competitiveness factors.FindingsThe results identified “Transport Capacity” as the most significant competitiveness factor, implying that airport connectivity is crucial in promoting cargo transportation at hub airports. This result was followed by “Airport Operations' and Facilities' Capacity” and “Economic Growth.”. Additionally, the results identified Hong Kong International Airport as the best-performing cargo airport, followed by Aéroport de Paris-Charles de Gaulle and Incheon International Airport, respectively. Furthermore, both selected European airports are the most competitive airports in terms of “Financial Performance” and appear to be aware of the significance of their brand value.Originality/valueThis study forms a reference framework for evaluating cargo airports’ competitive positions, which may help identify airports’ relative strengths and weaknesses. Moreover, this framework can also serve as a tool to facilitate the strategic design of airports that can accommodate air cargo demand flexibly under demand uncertainty.
