The Adverse Effects of Sunshine: A Field Experiment on Legislative Transparency in an Authoritarian Assembly

Abstract: A n influential literature has demonstrated that legislative transparency can improve the performance of parliamentarians in democracies. In a democracy, the incentive for improved performance is created by voters' responses to newly available information. Building on this work, donor projects have begun to export transparency interventions to authoritarian regimes under the assumption that nongovernmental organizations and the media can substitute for the incentives created by voters. Such interventions, howe… Show more

“…It is important to examine group equivalence for RCTs, as even carefully designed studies can suffer from randomization failure (King, Nielson, Coberley, Pope, and Wells, 2011) or selective attrition. Anderson (2013) reanalyzes the data from the Malesky, Schuler, and Tran (2012) randomized experiment and shows that pre-treatment differences between the treatment and control groups can explain the estimated treatment effect. Some argue that balance tests are not appropriate for RCTs if there were no recognized threats to the randomization process.…”

“…column D Table 1, transparency in policy making allows, according to some normative theorists, for more extensive and meaningful participation in policy-making [26]. The availability of information in the input stage of the political process does not axiomatically lead to participation and deliberation (and too much openness may even impede deliberation under some circumstances, see [27,28]), but the disclosure of information to stakeholders in policy making is indisputably a precondition of successful deliberation.…”

“…Other scholars of legislative functioning stress the need for openness and visibility of legislative actions. For example, Malesky et al [3] note "evidence that politicians respond to greater transparency with better performance. Better access to information seems to force politicians to respond more appropriately to citizen demands, both in developed and developing countries.…”

“…This is due in part to the growth of initiatives such as Feed the Future, Power Africa and PEPFAR, and other poverty reduction, economic growth and disaster risk management initiatives. 3 It is also a result of a confluence of factors including a) a reaction to challenges encountered in the legislative strengthening and modernization approaches; b) increased understanding of what is needed to heighten the effectiveness of legislatures; and c) the realities of an increasingly constrained funding environment in which USAID is required to achieve more with fewer resources. The shifting of funding away from democracy and governance activities into other sectors has resulted, in some cases, in more innovative and integrated project designs reflecting heightened recognition that legislative buy-in can be a critical element in promoting development initiatives.…”
