The absorption of research knowledge by public civil servants

Abstract: The aim of this study is to revisit the major theoretical perspectives on research utilisation by public civil servants, to propose a new conceptual framework of the absorption of research knowledge by these civil servants and to provide a first empirical testing of the proposed conceptual framework. Some of the empirical findings are particularly interesting as they seem to converge with the well-known ‘bounded’ aspect of rational action.
