Technical efficiency of agriculture in Western Balkan countries undergoing the process of EU integration

Abstract: The main goal of this paper is to compare the relative technical efficiency of agriculture in Western Balkan countries to those of the European Union and to propose ways to improve the position of Western Balkan countries. The group of Western Balkan countries includes Serbia, Montenegro, North Macedonia, and Albania, which are candidate countries for European Union membership, as well as Bosnia and Herzegovina, which is currently a potential candidate. “…In general, in the countries of the WB, the export performance of the agricultural sector is largely related to the production performance of agriculture, which is strongly determined by agro-ecological conditions for production [ 4 ]. These performances are the consequence of the relative extensiveness of the agricultural sector of these countries, as well as the weakness of the processing industry [ 45 ]. Full membership in the EU, as is the case with Croatia, has a twofold effect on the level of competitiveness.…”

“…For example, research by Đokić et al (2022a) shows a significant lag of the SEEC in comparison to “old” members of the EU in terms of the technical efficiency of agriculture, and as one of the main reasons these authors noted the high level of support to the “old” EU member states within the CAP. Marcikić Horvat et al (2020) who also compared the technical efficiency of the EU countries and SEEC concluded that SEEC are noticeably worse than the EU, and as a main reason these authors emphasize labor productivity. Additionally, Djokic et al (2020) investigated determinants of the technical efficiency of agriculture of SEEC and “new” member states of the EU.…”

“…Milošević et al (2020) point out that the level of the tax burden is of vital importance for achieving a sustainable agricultural development. On the other hand, agricultural companies in transition countries report growing, but only modest profitability (Vržina and Dimitrijević, 2019), cope with many efficiency problems (Horvat et al, 2020), frequent changes of policy framework (Todorović et al, 2020) and struggle to achieve sustainable growth (Momčilović et al, 2015). In addition, Stanojević (2022) points out at the abundant unused agrarian land and the insufficient application of information technologies in the agricultural sector of Serbia.…”
