Tax effect of digital economy development in China: The policy effect and transmission mechanism

Prior studies ignore the impact of infrastructure on university technology transfer. High-speed rail, China’s most significant infrastructure, has played an essential role in the economy and society. Using high-speed railway construction as a quasi-experiment and a large sample of Chinese universities for the 2007–2017 period, we investigate the impact of high-speed rail on university technology transfer. We provide extensive evidence that high-speed rail has a positive effect on university technology transfer. The finding remains valid after a battery of robustness tests. Mechanism tests find that high-speed rail can improve university technology transfer by promoting the interaction between universities and enterprises and improving enterprises’ technology demand for universities. Further analysis shows that better intellectual property protection strengthens the effect of high-speed rail on university technology transfer, and the relationship between high-speed rail and university technology transfer is more prominent in the regions with underdevelopment technology trading markets. Our study suggests that high-speed rail is an important variable that affects university technology transfer.

Can digital economy improve employment structure?—Mediating effect based on a spatial Durbin model

Based on the panel data of 283 prefecture-level cities in China from 2011 to 2019, this study constructed an index measurement system of digital economy, economic agglomeration, innovation and entrepreneurship, and employment structure. The index of digital economy was developed by entropy weight method, and the double-fixed spatial Durbin model was constructed based on the intermediary effect from the spatial perspective to determine the direct effect, indirect effect, and total effect of the digital economy, economic agglomeration degree, and innovation and entrepreneurship on employment structure. The results indicated a significant spatial correlation between the three aspects, i.e., digital economy can significantly optimize the employment structure, with an evident spillover effect. The mechanism analysis revealed that the level of innovation and entrepreneurship poses a stronger intermediary effect than the degree of economic agglomeration, and the digital economy in the eastern region directly impacts the urban employment structure; however, the influence of digital economy on the employment structure is significantly higher in small- and medium-sized cities than in large-sized cities.

The impact of higher education on high quality economic development in China: A digital perspective

In the context of China’s new stage of economic development, this study examines the role of higher education in China’s high quality economic development (HQED) strategy from a digital perspective. Using panel data of 30 Chinese provinces (municipalities and autonomous regions) collected from 2012–2020, comprehensive evaluations of the level of higher education and HQED are conducted through the entropy method, and a regression analysis is carried out with the fixed effect model. The results show that the level of higher education is positively associated with HQED and is able to achieve this effect through mechanisms that actively promote digital innovation and development. Further, the structure and quality of higher education plays a greater part in facilitating digital development than the scale and quantity. The heterogeneity analysis demonstrates that the impact of higher education on HQED is more significant in the eastern region of China than in the western region. An increase in the proportion of fiscal expenditure to GDP diminishes the impact of higher education on HQED, while an improvement in digital governance level enhances its influence.
