Abstract

The general structure of common operational planning and control problem in FAPSs Purpose: The purpose of this study is to examine FAPSs in terms of technical and operational aspects and reveal the potential research areas that could increase the operational efficiency and effectiveness of FAPSs. Theory and Methods: As a matter of fact, there is a very limited number of studies dealing with operational planning and control problems of FAPSs in scientific literature. For this reason, the operational problems of FAPSs that have different designs are investigated initially, and then a general algorithm that controls operations in FAPSs is introduced. Different heuristics and dispatching rules that can be utilized for common planning problems in FAPSs are identified in the scope of this study. Additionally, the deterministic (structure and layout of the building, capacity, etc.) and stochastic parameters (number of customers, arrival/departure patter, etc.) of the system are examined in detail. Results: The findings show that the physical and technical features of the system shape the operations and operational problems. However, regardless of the design and system features, there are two main operational planning problems arising for all FAPSs, which are sequencing of operations and allocation of the cars. Considering the necessity of real-time control, it is quite difficult to solve these complicated problems optimally due to the dynamic and uncertain nature of the system. Hence, the software used for planning and executing operations in TOOS generally utilizes simple dispatching/heuristic rules. However, it should be emphasized that the performance of these rules and consequently the efficiency of the system is directly dependent on the system parameters. At this point, it is seen that customer behavior is a very important parameter that should be taken into account both in the design and operation phases. Conclusion: Considering the limited number of scientific studies on the subject, there is a need for studies addressing the operational planning and control problems in order to increase the efficiency and effectiveness of FAPSs. Aftermath, considering these problems as optimization problems and solving them with metaheuristic algorithms instead of using certain rules will provide significant improvements in system performance and service time especially. In addition, the new planning and control approaches should exploit real data in order to manage uncertainties.
