Take me to your leader: Using socio-technical energy transitions (STET) modelling to explore the role of actors in decarbonisation pathways

Abstract: Quantitative modelling analysis in support of national and global decarbonisation pathways has never been more important to achieving global climate stabilisation in line with the Paris Agreement. However, established equilibrium and optimisation models tend to radically simplify their depiction of societal and political/institutional actors. This can make them difficult to use for implementing specific energy and climate policies in the near term and aligning these with long term targets. Most energy systems … Show more

“…Prinz and Pegels (2018) considered the role of labor organizations in energy transitions, and Oselik (2019) used an advocacy coalition framework [21] , [22] . Li and Strachan (2019) used socio-economic modelling to explore transitions, and Hess (2019) viewed the issues through a local democracy lens [23] , [24] .…”

“…The method of how to integrate consumer choice into the optimization model is partly a novel approach. The concept of creating different consumer segments to represent the heterogeneity in consumer choice is an established method [9,11,13,34,35,37,46,53]. Applying indirect or intangible or disutility costs in these segments is also a common approach.…”

“…Methodological progress was made in recent years especially for ESOM projections in the transport sector. The most common approach, identified in reviews by DeCarolis et al [14] and Venturini et al [55], is to create different consumer segments to represent the heterogeneity in consumer choice [9,11,13,34,35,37,46,53]. A bottom-up model structure with a high level of detail is identified to be most promising for this purpose [55].…”

“…Finally, the deep transformations required assume changes in end-user behaviour and public awareness, and both remain low. Li and Strachan (2019) underline this factors' importance by showing that strong government policy for heat is necessary but insufficient to instigate fundamental changes if societal views do not evolve.…”
