Abstract. The article is devoted to the problem of formation and diagnostics of the levels of innovation and entrepreneurship competence of the futuremanagers of education in the conditions of the knowledge economy. The purpose of the research is theoretical substantiation and experimental verification of the system of formation and diagnostics of innovation and entrepreneurship competence of the future managers of education in a higher education institution in the conditions of the knowledge economy. The authors define the innovation and entrepreneurship competence of education managers as mastering a certain level of developed knowledge, skills, values, attitudes, experience and qualities. The research is a system that includes an assessment technology outlining the assessment matrix containing a description of the levels, criteria and indicators of innovation and entrepreneurship competence of the future education managers. Necessary condition for solving the problem of preparing the education managers for their future professional activity presupposes the formation of motivational-value, cognitive, activity, personality and evaluative-reflective components being the components of their innovation and entrepreneurship competence. The results of practical application of innovation and entrepreneurial competence showed that a large proportion of students try their hand at starting and registering their own business. Raising the level of registered enterprises by students in 2008—2018 by more than 30 times is evidence not only of the introduction of digital technologies in education, but also of the growing availability of information technology and the Internet. The share of students who plan to start their own business after graduation reaches 50%, but a little more than 10% achieve the planned goals. Only 2.5% of students plan to join the family business, this share may increase to 4.5% in the future. The application of the system has provided a positive dynamic of the formation of innovation and entrepreneurship competence in the prospective education managers in all its structural components. The results of the implementation of this system have confirmed its effectiveness and expediency for application in the educational process of higher education institutions. Purpose. Studying the features of implementing the EU bioeconomy strategy in higher education in Ukraine. Methodology. As the main research method, the authors used the comparative approach and the method of expert assessment. The authors used the methods of functional analysis, the methods of content analysis and systems analysis as additional ones. Findings. According to the recommendations of the European Union, the implementation of the EU bioeconomy strategy in the higher education system is based on ten key principles. The authors considered the features of implementing the EU bioeconomy strategy in Ukrainian higher education, the key features of the recommended principles and the degree of their use in the modern system of higher education in Ukraine. Originality. The possibilities of the key principles recommended by the European Union for the effective implementation of the EU bioeconomy strategy in higher education in Ukraine were evaluated. Practical value. The research results contribute to the effective implementation of the EU bioeconomy strategy in the higher education system of Ukraine; the introduction of European standards in the educational, scientific and innovative activities of universities and enterprises in Ukraine in terms of the development of resource and energy-saving economy and environmental protection.

Abstract. The article analyzes the trends in the change of key competencies required by the labor market. It is stated that these changes determine the new competencies that must be formed in the pupils of the school, which in turn changes the requirements for the competencies of the teacher. The directions of economic reforms of the Ukrainian school are studied and it is shown that these reforms will lead to an increase in the requirements for primary school teachers and increase the level of control over his activities from communities, whose funds will be used to finance educational institutions of each community. Therefore, as a priority area of reforming the Ukrainian school, a systematic approach to the training of future teachers was proposed, details of the reassessment of the components of this approach, the content of components and outlined new requirements for the components of primary school teacher competence. It is proved that the psychological and pedagogical principles of primary school teacher training and acquisition of professional competence are a set of interconnected components of the educational process, which form the need for improvement and interest in the profession; stimulate the education of the individual. Not only the importance of knowledge and skills, but also the qualities that will ensure an effective pedagogical process; form a proper self-assessment of the teacher and his objective assessment of students. Negative factors that may reduce the effectiveness of complex psychological and pedagogical principles of future teacher training have also been studied. It is stated that the key prerequisite for these principles should be the formation of a teacher as a person who loves children, enjoys communication and friendship with them, is able to share their joys and sorrows, and does not forget how she was a child. The system of methodical approaches of teacher training is considered and it is specified that it should aim at formation at the future teacher of aspiration of innovative pedagogical work as a basis of its self-realization. The structure of methodical approaches in modern conditions is estimated and its transience is indicated. That is, methodological approaches are only tools in the work of a teacher, and the constant search for pedagogical innovations for the desire to improve will allow him to choose the right tools from the set offered to him. The results of the study and the developed proposals will increase the effectiveness of reforming the New Ukrainian school.
