Improving construction supply chain has the potential to expedite the supply and achieve affordable housing. However, there is need to develop linkages between affordable housing problem and construction supply chain problems. A problem taxonomy approach has been used to develop problem clusters (as housing, affordable housing and construction supply chain) through detailed literature review of studies and reports related to New Zealand. A problem taxonomy is proposed which showed generic, main and specific configuration problems of construction supply chain in New Zealand. This taxonomy helps to develop relationships, research hypothesis, questions and ontologies to investigate affordable housing problem, and drive solutions through configuration of construction supply chain.

The modular construction has several advantages such as high quality of product, safe work condition and short construction duration. So, it is adopted and utilized widely to product the house buildings. Meanwhile, the modular construction is composed of manufacturing modular units in factories and erecting it on the site. In this circumstance, the scheduling of modular construction should consider timeframe of manufacturing, transport and erection process with limited resources (e.g., modular units, transporter and workers). Also, this has a characteristic generated from the environmental condition of modular construction, which share resource pool such as the productivity of factory, storage for modular units and workers. So, the concept of multi project scheduling for modular construction should be also considered. The multi project scheduling of modular construction would manage the modular construction’s characteristics and diversity of projects, as a type of modular unit, quantities, and date for delivery. In this circumstance, this research preferentially performs to define variables of required resources from numerous literature reviews and expert interviews for multi project scheduling of modular construction. The authors regard that proposed variables are used for building a scheduling of multi project modular construction and suggest a framework for schedule optimization considering factory, shipping and erection process.

Construction supply chain management (cSCM) requires planning such that construction stages and logistics are coordinated and integrated to reduce costs, improve productivity, and generate a win-win situation for different parties. The supply chain operations reference (SCOR), which has been widely applied in other industries, is a standardized operational modeling methodology for analyzing supply chain processes. This study considers construction industry characteristics in applying the SCOR model to develop a dynamic cSCM model using computer simulation. Furthermore, this study developed a novel cSCM performance evaluation method using the SCOR method to evaluate cSCM performance and identify and solve cSCM problems. This study uses a bridge construction project as a case study, which determines the relationships among supply chain participants to enhance communication efficiency and identify problems related to materials management. The case study results demonstrate that the proposed hybrid modeling methodology helps construction supply chain participants identify their roles and communicate easily, helps project managers identify bottlenecks in a supply chain, and significantly improves cSCM performance.Résumé : La gestion de la chaîne d'approvisionnement en construction (« cSCM ») demande une planification pour coordonner et intégrer les étapes et la logistique de construction afin de réduire les coûts, d'améliorer la productivité et de gé-nérer une situation gagnant-gagnant pour toutes les parties. La référence des opérations de la chaîne d'approvisionnement (« SCOR »), qui a été largement utilisée dans d'autres industries, est une technique de modélisation opérationnelle qui sert à analyser les procédés de chaîne d'approvisionnement. Cette étude tient compte des caractéristiques de l'industrie de la construction lors de l'application du modèle SCOR afin de développer un modèle cSCM dynamique par simulation informatique. De plus, cette étude a développé une nouvelle méthode d'évaluation du rendement cSCM utilisant la méthode SCOR et identifier et résoudre les problèmes de cSCM. Cette étude se sert d'un projet de construction d'un pont comme étude de cas et détermine les relations entre les participants de la chaîne d'approvisionnement afin d'accroître l'efficacité de communication et d'identifier les problèmes reliés à la gestion des matériaux. Les résultats de l'étude de cas démontrent que la méthode de modélisation hybride proposée aide les participants de la chaîne d'approvisionnement en construction à identifier leurs rôles et à communiquer facilement, aide les gestionnaires de projet à identifier les goulots d'étranglement dans une chaîne d'approvisionnement et améliore considérablement le rendement de la cSCM.Mots-clés : gestion de la chaîne d'approvisionnement en construction, simulation informatique, SCOR.
