The article explores the role of integrative public policy on delivering sustainable development by assessing the performance of public mega projects. Research methods use a literature review analysis on previous articles, policy and country briefs, and theory to discuss integrative public policy in a sustainable development context. The article engages in a case study analysis on Egypt's Decent Life (Hayah Karima) Initiative launched in 2019 to improve the standard of living for the neediest social groups, villages in specific; the objective is to compare how and why the evaluation of public policy could be embedded within country mega projects to sustain development. The article proposes answers to the following research questions: How is integrative public policy translated through country mega projects to support sustainable development? How could policymakers ensure sustainability mobility in mega projects, considering Decent Life, as an example? What indicators are used to measure the effectiveness of public policy on embedding sustainable development in mega projects? The hypothesis emphasises that mega project performance is dependent upon integrative public policy, collective affective conditions, and sustainable development mobilisation techniques. Findings propose a set of indicators, assessment tools, and a strategic management criterion, to evaluate how effective the Decent Life initiative is and to consider it a reflection of Egyptian public policy on sustainable development. Lessons learned are extracted from Egypt's experience.

2D graphene with tremendous novel properties is an ideal material for optical and optoelectronic applications. Meanwhile, photonic crystal fibers (PCFs) have been recognized as next-generation optical fibers that possess a designable porous structure, rich functions, and different working mechanisms. Recently, the integration of graphene with a PCF has formed a new hybrid fiber, a graphene photonic crystal fiber (Gr-PCF), which exhibits an extremely strong and tunable light-matter interaction across a broadband spectrum range and opens up a new interdisciplinary research direction. In this review, recent studies on, and achievements in graphene-traditional fibers and Gr-PCFs have been summarized from the aspects of the development process, preparation method, and device application. First, the graphene properties and the development and characteristics of PCFs are introduced. The discussion is continued with the existing fabrication technologies for hybrid graphene-traditional fibers. Next, the chemical vapor deposition method for Gr-PCFs is elaborated. Then, fiber devices based on graphene-traditional fibers, Gr-PCFs, and other 2D material fibers are presented. To conclude, challenges and perspectives are presented to encourage advanced Gr-PCF study.

The graphene-light interaction in a waveguide can be optimized through the waveguide design. In the case of nonlinear optical devices, such as saturable absorbers, this optimization requires knowledge of the actual intensity that quantifies the nonlinear interaction with a waveguide mode. In this work we propose parameters that correctly quantify the strength of saturable absorption. We show that the graphene on D-fiber saturable absorber can be characterized through the absorption coefficient and a properly defined saturation power for each mode. We analyze the dependence of the graphene-light interaction on the geometrical parameters, chemical potential, number of graphene layers, and input power. The results show a wide variation of the graphene absorption with the design, which offers potential for polarizers with large polarization extinction ratios and saturable absorbers with low saturation powers. As a function of the number of layers, the interaction is maximized for five layers, and we predict a reverse saturable absorption effect for higher number of layers. The parameters introduced here to quantify the nonlinear graphene-light interaction can be applied to other waveguide structures and other 2D materials.
