This article describes the command and control function of eastern European cities based on the financial performance of the largest corporations with headquarters in the region and the impact of selected sectors on this function. Research has shown that, despite the global economic crisis of 2008–2012, the revenue and net income of the companies studied have increased to some extent. Currently, the strongest “command and control cities” in eastern Europe are Warsaw and Prague. The sector that exerts the greatest influence on the regional command and control function in eastern Europe is the consumer business and transportation sector. The economic crisis has also produced a geographical pattern in eastern Europe that runs counter to current global trends: companies in the region currently tend to concentrate their headquarters in fewer cities, which is becoming common in other parts of the world. The article employs a standardization method based on the mean and standard deviation of financial values for each corporation studied.

Wielkie korporacje mają duży wpływ na rangę miasta na arenie międzynarodowej. Celem artykułu jest określenie poziomu rozwoju funkcji kontrolno-zarządczych miast Europy Środkowo-Wschodniej. Określono je na podstawie przychodów ze sprzedaży i zysku netto 600 korporacji (dla lat 2008 i 2012), których siedziby zarządów zlokalizowane są w Europie Środkowo-Wschodniej, oraz wpływu poszczególnych sektorów na tę funkcję. Na podstawie przeprowadzonych badań wykazano, że mimo spowolnienia gospodarczego w latach 2008–2012 przychody i dochody badanych korporacji nieznacznie się zwiększyły. Najwyższy rozwój funkcji kontrolno-zarządczych w analizowanym regionie odnotowano w dwóch stolicach: Pradze i Warszawie. Ponadto zauważono zmniejszenie się liczby miast, w których zlokalizowane były siedziby zarządów, co jest odmienną tendencją od obserwowanej w skali globalnej.

Based on the results of other studies, this paper, by means of the entropy and spatial autocorrelation analysis method, makes an objective measurement of the development level and trend of three industrial integration in China's 169 deep-poverty counties, and analyzed the time and space distribution characteristics and the dynamic change trend, so as to provide the relevant theoretical basis for poverty alleviation in China (the method and the related measures as shown in Table 1).…”

The integrated development of the three industries is the focal point and breakthrough point for the realization of industrial poverty alleviation in the deeply impoverished areas. This paper, taking 169 poverty-stricken counties in deeply impoverished areas as the research object, calculated the level of three industrial integration development in deeply impoverished areas from 2013 to 2016. Based on this, the spatial statistical analysis method was used to explore the spatial and temporal differentiation characteristics of the three industrial integration development levels in deeply impoverished areas. The results show that the level of integrated development of the three industries in the deeply impoverished areas of China is generally low, and there is great room for improvement. There are significant spatial correlation and spatial heterogeneity, and the phenomenon of bipolar agglomeration is more and more obvious. This study can provide a theoretical basis and decision-making reference for the formulation and implementation of poverty alleviation policies in deeply impoverished areas.
