Focusing in Higher Order Thinking Skill (HOTS) has been main goal in many education curriculums around the world including in Indonesia. Even though the ultimate goal is usually for students to achieve HOTS, it is also important to make sure student already mastered Lower Thinking Skill (LOTS) since it is a prerequisite in the process of using higher-order thinking. Therefore, the goal of the study is to examine student's achievement on LOTS. The paper pencil test with multiple choice format was developed and administrated to 347 students from five different middle schools in Manggarai Timur Regency. The test includes remembering, understanding and applying type of question. The data was analysed using descriptive (mean, maximum and minimum score, and standard deviation) and inferential statistic (Wilcoxon Signed Rank Test). Analysis of the data shows most of student's were categorized as poor level of LOTS. The student achievement on both of LOTS Level (Remembering-Understanding and Applying) also low. Based on the statistics test, it shows that most of students has higher achievement on remember-understanding level than applying level. Meanwhile, it is also found that the main difficulties faced by students related to their lack of understanding on mathematics concepts.

In the early decades of the 21st century, especially in the era of industrial revolution 4.0, there are many demands on human resources quality improvement in the field of education. One of the ways to meet the demands is through learning process and classroom assessment. Nowadays, people are discussing and developing high-level order thinking skills (HOTS) oriented learning and assessment in order to increase the quality of education in Indonesia. Basically, the education quality is one indicator of sustainable development goals (SGDs) 2030. Therefore, this study aimed at investigating 1) Urgency of HOTSoriented learning towards the quality of education in facing Indonesia SDGs 2030. 2) Urgency of HOTS-oriented assessment towards the quality of education in facing Indonesia SDGs 2030.The method used in this study is literature review by using descriptive qualitative approach, and the data were collected from various relevant references consist of indexed journals, books and other types of sources. The findings of this study prove that 1) The implementation of HOTS-oriented learning during teaching and learning in the classroom is important to improve the quality of education, and 2) The implementation of HOTSoriented assessment in classroom learning is significant in order to improve the education quality in Indonesia to face Indonesia Sustainable Development Goals (SDGs) 2030. In conclusion, the implementation of HOTS learning and assessment in the classroom is very vital in order to improve the quality of Indonesian human resources in facing the Indonesia Sustainable Development Goals (SDGs) 2030 specifically in the field of education.

Based on the needs analysis done, the empowerment of higher-order cognitive skills of the students in Surakarta was not optimal yet. This research addressed to determine and describe the feasibility of biology module which was arranged based on Stimulating Higher-Order Thinking Skills (Stim-HOTS) model. This Research and Development (R&D) involved six expert validators, including material validator, module development validator, language validator, learning instrument validator, and school practitioners. The results showed that the percentages of the module feasibility were between 83% and 98% which were categorized as very good. Based on the results of the analysis, it can be implied that the Stim-HOTS-based module can be used as learning resource.
