This paper provides an alternative view of monetary sovereignty (MS) from the Neo-Chartalist approach found in the Modern Money Theory literature. The differences between the author's approach to MS and Neo-Chartalism cover the following aspects: the nature of money, the acceptability of money, and the relationship between the central bank and the Treasury. The paper then analyses the relationship between MS, the currency hierarchy (CH), and policy space. The focus is placed on emerging-market economies. It is argued that emerging-market economies' policy space is determined by the interplay of two factors: the degree of MS and the position of national money (that encompasses the state and bank monies) within the CH.

Bu çalışmada para arzı ile vergisel göstergeler arasındaki kısa ve uzun dönemli nedensellik ilişkileri Kartalist Yaklaşım perspektifinde incelenmektedir. Bu kapsamda para arzı (M3) ile vergiler (toplam-gelir üzerinden alınanharcamalar üzerinden alınan) arasındaki ilişkiler Euro Bölgesi dışındaki 19 OECD üyesi ülke örnekleminde 1996-2015 zaman diliminde ele alınmıştır. Yıllık frekanstaki değişkenler arasındaki ilişkiler Johansen Eşbütünleşme ve Vektör Hata Düzeltme Modelleri ile test edilmiştir. Elde edilen bulgular, kısa dönemde para arzından vergi hasılatına doğru tek yönlü bir nedenselliğin olduğunu ortaya koymaktadır. Uzun dönemde ise para arzı ile vergi hasılatı arasında çift yönlü bir nedensellik ilişkisi vardır. Dolayısıyla kısa dönemde para arzı, vergisel enstrümanları etkileyen ve harekete geçiren bir değişken mahiyetindedir. Uzun dönemli perspektifte iki değişken de birbirilerini etkiler hale dönüşmektedir. Sonuç olarak Kartalist Yaklaşımın görüşlerini destekler şekilde paranın yaratılmasında vergiler uzun dönemde etkili olmaktadır.

This article seeks to contribute to the existing critical debates on money and debt by advancing three main arguments. First, largely due to such debates’ tendency for description, the article argues that in in the heterodox literature on money and debt there is no convincing critical theory of money creation. For this reason the authors introduce the theory of capital as power and how it can help us theorize the consequences of present money creation. Second, the authors demonstrate how the capitalization of money creation by a minority of investors not only leads to the political chase for unsustainable economic growth, but also how there is a differential distribution of interest upwards that helps generate greater economic inequality in the United States. Third, they argue that in an era of declining growth, dominant owners of capital seek to recapture their expected return on investments by extracting a greater share of the national income from the vast majority of citizens through a fiscal politics of austerity.
