In this paper, we discuss if the current educational management practices in Croatian schools are in line with the constructivist prescriptions and what is their relationship with the available principal support tools. Our research is based on previous empirical results, related to the perceived needs of school principals for training and support. Namely, in 2011, the surveyed school principals required additional competencies to be developed in the fields of school marketing and management. At that time, the primary school principals are being surveyed, related to their managerial practices and the obtained results are interpreted in the context of the already announced, comprehensive school reform in Croatia, designed according to the constructivist educational theories. The empirical results demonstrate that the managerial practices of Croatian primary schools are not compatible with the constructivist theory of education. One group of principals (27.6%) have adequate delegation skills and focus on the specific fields of project management and school marketing, while the majority demonstrate one (or several) forms of ineffective practices. There is limited empirical evidence of the statistically significant differences in the usage of principal support tools/approaches, although the specific usage patterns have been identified.

“…Following a recently published study on the differences in perceptions related to social capital in Croatia and Serbia on the level of local communities (Pavičić, Alfirević, & Bežovan, 2017), differentiating trust in social institutions from trust in individual actors proved relevant for education and educational institutions. In this study, the authors discuss the educational and social factors that contribute to the perception of school principals as an independent managerial profession. Empirical results are based on a household survey, nationally representative of the Republic of Croatia as a small European country involved in a comprehensive educational reform. The empirical results indicate that trust in individual social actors relevant for education and the public perception of school effectiveness can serve as predictors of the public assessment of principalship as a profession. Potential implications for further research and policy development in small European countries are suggested. The proposed policy interventions emphasize institutional capacity building and an attempt to achieve a positive feedback loop by strengthening mutual links between the development of local resources and the communication of positive local narratives.

In recent years, knowledge, the human capital, and learning organizations have become the key determinants of current global progress. Higher educational sector has been faced with globalization and strong competition. Therefore, the need has arisen for professional management structures and more entrepreneurial style of leadership. Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.
