The article has focused on the European Green Deal [EGD], its goals, key tasks and components. Particular attention has been paid to the specifics of the implementation of the EGD in the partner countries of the Eastern Partnership [EaP]. The author’s approach to singling out clusters of the EaP countries on the integration of their green policies, taking into account the level of convergence of the EaP countries environmental and climate policies and the peculiarities of the implementation of the EGD, has been presented. The potential of the countries of the region in terms of readiness to switch to green energy has been identified on the basis of the Energy Transition Index and the dynamics of the EaP Environmental and Climate Policy Sub-Index. The degree of correlation between the general degree of convergence of the EaP countries to the European Union and the degree of convergence of the EaP countries environmental and climate policies to the EGD has been determined. The ways of transformation of the strategy of formation and implementation of the EGD for the Eastern Partnership countries, taking into account the current challenges, have been outlined. Thorough conclusions and recommendations for the EaP countries in the context of EGD implementation have been presented.

A délkelet-európai országok hagyományosan a fennálló energetikai status quo megőrzésére törekednek. Ezt egyaránt indokolják az energia megfizethetőségét illető félelmeik, az alacsony fogyasztói árak fenntartásának vágya, a beruházások évtizedes elmaradása és a szén magas aránya energiamérlegükben. Mindamellett fejlődési pályájukat meghatározzák a külső tényezők, így napjainkban a dekarbonizációs törekvések is. Ez a cikk azt vizsgálja, hogy az Európai Unió kivonulása a fosszilis fűtőanyagok, legújabban a földgáz támogatásából milyen tudatos módon befolyásolja a régiós országok energiapolitikáját, illetve miként teszi az Uniót is akaratlanul geopolitikai szereplővé. Az Európai Unió új keletű gázellenessége szembe megy az orosz és amerikai érdekekkel, az utóbbiak továbbra is támogatják a földgáz elterjedését a térségben. Ezért kétpólusú (EU/Egyesült Államok – Oroszország) és egydimenziós (geopolitikai) elrendezés helyett háromszereplős (EU – Egyesült Államok – Oroszország) és kétdimenziós (geo- és klímapolitikai) helyzet van kialakulóban. A cikkben három eltérő esettanulmányt mutatunk be. Görögország sikeresen vezeti ki a szenet a földgázra és a megújuló energiákra alapozva. Ezzel szemben Bulgária fejlődési pályája bizonytalan, vitatottak nukleáris és gázipari tervei. Észak-Macedónia nem EU-tagként mérsékelt kényszerekkel szembesül, amelyek főleg a helyi szénvagyon kimerüléséből és a földgázfejlesztések lehetőségéből adódnak.

EU Health Union and State Aid Policy: With Great(er) Power Comes Great Responsibility

This contribution evaluates whether European Union State aid policy could play a role in achieving deeper and more solidary integration in the area of public health. According to Article 107 TFEU, the powers of Member States to grant aid to help their economies are seriously limited. Exceptions to the general prohibition to grant State aid are authorised by the European Commission, which enjoys wide discretion in weighing national objectives against European integration goals. The area of public health has been shielded from the application of these rules, with activities such as the provision of health insurance failing to be considered of economic nature (see most recently the Dôvera judgment). The COVID-19 experience shows that, in cases of major health crises, State aid provisions are practically suspended, with interventions allowed in the name of the fight against the pandemic. The eventual creation of a Health Union will require the re-evaluation of the application of the State aid rules to healthcare. This paper questions whether these rules should evolve as a reflective function of strengthened competences in healthcare or whether existing regulatory powers are enough to determine the interaction between national spending policies, a solidary European Health Union and fair competition.
