Spatiotemporal Differentiation of Territorial Space Development Intensity and Its Habitat Quality Response in Northeast China

Spatial planning is a public policy arrangement for land use allocation and spatial structure regulation. As a method used by the public sector to influence the spatial distribution of future activities, spatial planning has become an important method and basis for the Chinese government to perform its duties. In the process of its long-term development, China has formed a unique spatial planning system. Based on the perspective of evolution and comparison, this paper systematically reviews the evolution of China’s spatial planning system from “multi-plan division” to “multi-plan integration” under the inheritance of departments. The findings are as follows. ① China’s spatial planning has long presented a pattern of separate management by multiple departments, such as development and reform, construction, land, and environmental protection. The emergence and development of various types of planning is a necessary spatial governance tool for specific national conditions and major issues of land space development and protection in China. ② In the evolution process of more than half a century, the planning of various departments has gradually established, inherited, and continuously changed their own planning systems and control content; thus, China’s spatial planning has undergone a process of “planning absence–planning division–planning integration”. ③ The brand-new territorial spatial plan inherits the “three types” of control space, including land utilization master planning, urban and rural master planning, and ecological environment planning, and forms a set of binding index systems, which have become the decision-making basis for the current territorial space resource allocation. ④ In the future, China’s spatial planning system should be further optimized and improved in aspects such as the coordination mechanism of “soft” and “hard” spatial planning, the spatial resource allocation system that places equal emphasis on legality and efficiency, and the spatial layout system from “major function-oriented zoning” to “space use zoning”. Insight into the evolution of China’s spatial planning system can provide historical and logical support for the improvement of China’s spatial governance thinking and the continuous improvement of the efficiency of land space resource allocation in the future and provide a certain reference value for the comparative study of the planning systems of different countries in the world.

Study of Spatiotemporal Changes and Driving Factors of Habitat Quality: A Case Study of the Agro-Pastoral Ecotone in Northern Shaanxi, China

Habitat quality is a key indicator for assessing the biodiversity-maintenance functions of ecosystem services. The issue of habitat quality changes in semi-arid and arid areas has been becoming serious, but there are few deep investigations of habitat quality in these regions, such as studies of the temporal and spatial changes of habitat quality and its driving forces. This study focuses on the agro-pastoral ecotone of northern Shaanxi with vulnerable biodiversity. By using the Fragstats software, the InVEST model, and the Geo-detector model, we analyzed land-use data collected from 1990, 2000, 2010, and 2020, and we explored the landscape pattern index, the spatial and temporal variation of habitat quality, and the influence of its drivers. GDP, population density, precipitation, temperature, land use, NDVI, elevation, and slope were detected by Geo-detector. The research results show that: (1) Arable land and grassland were the dominant land types from 1990 to 2020, and there was significant mutual circulation between arable land and grassland. Forest area increased by 24%. Many other land-use types were transformed into construction land, and construction land increased by 727% compared with the base period. (2) Landscape heterogeneity increased in the study region, shown by the fractured structure of the overall landscape and by the aggravated human disturbance of the landscape. (3) Average habitat quality underwent a trend of oscillation. Regarding spatial distribution, habitat quality was higher in the east than in the west. (4) The influencing factors of habitat quality monitored by Geo-detectors show that the driving force of land use on habitat quality was the strongest, followed by precipitation and vegetation coverage. Elevation, slope, GDP, and population density had the least influence on habitat quality. The bi-factor interaction enhanced habitat quality to different levels. This study is critical to the conservation of biodiversity and to ecological civilization construction in arid and semi-arid regions.

The expansion of urban areas towards the development of new urban areas has an impact on changes in land use, socio-economic dynamics and a decrease in environmental quality. This study aims to analyze land use change as a determinant of environmental degradation and the spatial dynamics of metropolitan urban areas, the effect of land use change, housing development, infrastructure development, and land reclamation on the environmental degradation of the new city area, and control strategies environmental pollution and sustainable development of the new city area. This study uses a quantitative-qualitative concurrent triangulation design approach. Elaboration of data through observation, in-depth interviews, surveys, and documentation is used to describe the socio-economic community, and the decline in the environmental quality of new city area development in relation to the spatial dynamics of metropolitan urban areas. The results of the study show that the intensity of land use change coupled with an increase in socio-economic activities in the development of new city areas is positively associated with a decrease in environmental quality and segregation towards the spatial dynamics of metropolitan urban areas. Changes in land use, housing development, infrastructure development, and land reclamation simultaneously affect environmental quality degradation with a coefficient of determination of 64.96%. This study recommends strategies for controlling environmental pollution and sustainable development of new city areas for the needs of formulating urban development policies for Mamminasata Metropolitan South Sulawesi, Indonesia.
