Analyzing and evaluating the efficiency of scientific and technological innovation in grain production is conducive to the rational allocation of resources, promoting the development of scientific and technological innovation in grain production and providing guarantee for grain security. By refining the elements of grain production and scientific and technological innovation, an evaluation system of scientific and technological innovation in grain production is constructed. Firstly, combining linear programming together with the traditional grey synthetic incidence analysis model, a incidence analysis of the scientific and technological innovation indicators of grain production is carried out, and the key and secondary indexes affecting grain outputs are screened by an improved grey incidence analysis model. Secondly, based on DEA-Malmquist index model and taking the grain production process as the research object, the scientific and technological achievement transformation indicators are divided into pre-production, in-production and post-production indicators. The key indicators and secondary indicators of scientific and technological innovation of grain production in various cities of Henan Province from 2010 to 2019 are used to analyze the efficiency of scientific and technological innovation in each stage of grain production. The results show that: (1) The type of basic ability of scientific and technological innovation indicators and the transformation ability of scientific and technological innovation achievements are the major indicators influencing grain outputs, and the investment of basic resources of scientific and technological innovation and the transformation of scientific and technological innovation achievements are the most important to improve grain outputs. (2) In addition, the study reveals that the secondary indicators of the technological innovation efficiency of grain production based on the DEA-Malmquist index model are more efficient than the key indicators in the pre-production, in-production and post-production stages. And there are gaps in the scientific and technological innovation performance of grain production among cities in Henan Province, and the index of technological progress is the leading factor for the gap.

The improvement of agricultural TFP is critical to promoting the high-quality development of agriculture. This paper described and identified the spatiotemporal differentiation characteristics and spatial correlation of China’s agricultural TFP in 283 prefecture-level cities from 2001 to 2018 using the Metafroniter-Malmquist and Moran index. The results showed that: (1) From 2001 to 2018, China’s agricultural TFP was 6.64%, and its growth was mainly driven by agricultural technological progress. The contribution of agricultural technological efficiency was small. The growth law showed an “inverted U-shaped” growth trend of first rising and then falling. (2) China’s agricultural TFP has significant characteristics of regional unbalanced growth. (3) The growth rate of agricultural TFP in most prefecture-level cities is medium and slow, and most prefecture-level cities relied on agricultural technological progress to promote growth. (4) The agricultural TFP of various cities showed a significant spatial correlation phenomenon of “high-high” or “low-low.” This study has significant theoretical and practical value for maintaining the stable growth of China’s agricultural TFP and promoting the high-quality development of China’s agriculture.

This paper investigates structural variation of agricultural productivity growth in China using a multiple-frontier approach. Agricultural productivity gain in Sichuan province is decomposed into technological progress, technical, mix and scale efficiency changes in terms of economic and environmental performance. The results show that agricultural Luenberger productivity indicator in Sichuan presents a significant increase trend with annual growth rate of 2.5% over the period of 1997-2017. The agricultural green growth in Sichuan is most driven by technological progress. Of the decline in the OI changes, over 90% results from the decline of environmental inefficiency. The technological progress is the main driven force of the economic growth while the TEC (technical inefficiency) incumbers its growth. The structural effects (mix and scale components) incumber environmental growth. The results imply that policymakers should pay more attention to new agricultural technological development and resource misallocation to improve agricultural green growth in Sichuan.
