Çocuk işçiliği, günümüzde yaygın olan toplumsal bir sorundur. Çözümü için kısa ve uzun vadeli politikalar geliştirilmektedir. Kısa vadeli hedef mevcut durumu iyileştirmek ve iş sağlığı ve güvenliği (İSG) açısından daha uygun hale getirmek iken, uzun vadeli hedef ise bu sorunu tamamen ortadan kaldırmaktır. Bu kapsamda; Türkiye İstatistik Kurumu'nun (TÜİK) 2020 yılı verileri kullanılarak çocuk işçiliğine ilişkin istatistiksel hesaplamalar yapılmıştır. Yedi başlık altında risk analiz tabloları hazırlanarak Türkiye'nin mevcut durumu hakkında genel bir çerçeve oluşturulmuştur. Çocuk işçiliğinin, yapılan işin türüne, yaşa ve cinsiyete, bağımsız veya aileleriyle birlikte çalışıp çalışmamalarına bağlı olarak birçok şekil aldığı tespit edilmiştir. Çalışan erkeklerin sayısının çalışan kızların sayısından fazla olduğu ve erkeklerin daha fazla iş kazasına maruz kalmalarının sebebinin ise sanayide daha fazla çalışmaları nedeniyle olduğu görülmüştür. Araştırmada sadece Sosyal Güvenlik Kurumu'na (SGK) kayıtlı çocuk işçilerin incelenmiştir. Bu çocukların korunması için yasal düzenlemeler yapılarak İSG açısından daha güvenli çalışma ortamlarının oluşturulması ve kayıt dışı çalışan çocukların Türkiye için toplumsal bir sorun olmaması hedeflenmelidir. Bu amaçlar doğrultusunda araştırmanın sonuçları değerlendirilmiş, Türkiye'de çocuk işçiliğinin ve iş güvenliğinin sağlanması konusunda yapılması gerekenler ve çözüm önerileri sunulmuştur.

Children are important actors in the urban areas of Turkey since they make up the largest demographic group. Therefore, the reasons behind their being regarded as ‘passive’ should be re-examined, in view of the fact that they live and work in, and create and recreate the city. The purpose of this study is to elaborate the children’s right to the city concept from two different points of view using liberal and radical approaches within the theoretical framework provided by Marcuse in the right to the city discourse. The reason for choosing Marcuse is that at some points, his arguments meet with both a liberal and radical understanding of the right to the city. Therefore, these two approaches will be compared regarding children’s right to the city in Turkey in light of related literature. In the last part of the study, children’s right to the city will be discussed from these two perspectives with the particular case of street children derived from findings in the literature. It is revealed that while there are significant developments in Turkey at local and international level in terms of children’s right to the city and street children, there is still a need for a strengths-based perspective which positions children as active agents making decisions about their own lives and formation of urban space.

Sokakta yaşayan çocuk sorunu, küresel bir problem olup ne yazık ki önüne geçilememiş; yoksulluk, göç, savaş, destek sistemlerin yetersizliği ve eğitimsizlik gibi birçok faktörün neden olduğu ciddi bir dünya sorunudur. Bu soruna yönelik girişimler yapılsa da bu girişimlerin yeterli olmadığı görülmekte ve sokaklarda herhangi bir yetişkin gözetiminde olmadan yaşayan ve çalışan çocuklar bulunmaktadır. Sokakta yaşamanın her çocuk üzerinde etkisi bulunurken bu etkiler yaş dönemine göre farklılaşmaktadır. Birçok disipline bu hususta sorumluluk düşmektedir. Özellikle pediatri hemşirelerinin bu konuda rol alması önem taşımaktadır. Çünkü pediatri hemşireleri çocukları anatomik, fizyolojik, ruhsal, sosyal ve bilişsel yönden en iyi tanıyan meslek grubu olmakla birlikte bakım verici, tedavi edici, danışmanlık, savunuculuk ve eğitici rollerini bir arada bulunduran bir meslek dalıdır. Dolayısıyla pediatri hemşireleri de çözüm getirici yasa ve politikaların üretilmesine yardımcı olmalı ve çelişkili yasaların açıklığa kavuşturulmasına öncülük etmelidir. Bu çalışma sokakta yaşayan çocuklara yönelik farkındalık oluşturmak, çocukları sokağa iten nedenleri açıklamak, sokakta yaşamanın çocukların yaş dönemlerine göre etkilerini incelemek, bu çocukların yaşadıkları sorunlara dikkat çekmek ve hemşirelik yaklaşımlarını belirtmek için ele alındı.
