Context ‘What does ‘The Public’ think?’ is a question often posed by researchers and policy makers, and public values are regularly invoked to justify policy decisions. Over time there has been a participatory turn in the social and health sciences, including health technology assessment and priority setting in health, towards citizen participation such that public policies reflect public values. It is one thing to agree that public values are important, however, and another to agree on how public values should be elicited, deliberated upon and integrated into decision-making. Surveys of public values rarely deliver unanimity, and preference heterogeneity, or plurality , is to be expected. Methods This paper examines the role of public values in health policy and how to elicit, analyse, and present values, in the face of plurality. We delineate the strengths and weaknesses of aggregative and deliberative methods before setting out a new empirical framework, drawing on Sunstein's Incompletely Theorised Agreements, based on three levels: principles, policies and patients. The framework is illustrated using a recognised policy dilemma – the provision of high cost, limited-effect medicines intended to extend life for people with terminal illnesses. Findings Application of the multi-level framework to public values permits transparent consideration of plurality, including analysis of coherence and consensus, in a way that offers routes to policy recommendations that are based on public values and justified in those terms. Conclusions Using the new framework and eliciting quantitative and qualitative data across levels of abstraction has the potential to inform policy recommendations grounded in public values, where values are plural. This is not to suggest that one solution will magically emerge, but rather that choices between policies can be explicitly justified in relation to the properties of public values, and a much clearer understanding of (in)consistencies and areas of consensus.

Sob a globalização e o uso em larga escala das Tecnologias da Informação e Comunicação, as Cidades Inteligentes surgiram para melhorar a qualidade de vida da população e o contexto socioespacial com políticas públicas e sistemas urbanos eficientes. Este artigo identifica e explora a dimensão social das cidades inteligentes. O método utilizado foi a revisão de literatura, sob análise qualitativa e exploratória. Criou-se um framework teórico da dimensão social das cidades inteligentes, em que seu núcleo é uma governança urbana que dispõe dos mecanismos da participação social e das Tecnologias de Informação e Comunicação para produzir valor social, e assim, beneficiar a sociedade pela transformação do ambiente urbano nas Cidades Inteligentes. Também, identificou-se os atores sociais desse processo: o poder público, a indústria, as empresas, a sociedade e a academia. Os principais aspectos sociais identificados foram o fortalecimento dos laços comunitários, melhor segurança pública e acessibilidade urbana. A interação entre o núcleo da dimensão social (governança, Tecnologias da Informação e Comunicação e valores sociais), os aspectos sociais e os atores sociais enfatizam: a eficiência dos serviços públicos, o desenvolvimento urbano sustentável, a inovação dos sistemas públicos, a modernização estrutural e o desenvolvimento educacional e humano. Também, foram sugeridas implicações de estudos futuros, inclusive que o framework proposto pode ser utilizado em estudos de casos para análise da dimensão social em cidades inteligentes.

“…Social impact remains poorly understood with a lack of definition of the concept first identified over ten years ago (Sairinen and Kumpulainen, 2006), remaining unresolved to date. Research has sought to define what constitutes social value creation as a process (Jain et al, 2019), whilst prior research has also identified best practice methodologies to approaching impact measurement (Clifford, Hehenberger and Fantini, 2014). The approach adopted in this study to measuring impact is discussed further later in the paper, but it is important to acknowledge the social, The research that is reported here is based in a PhD research study that was funded by the host university, with no funding or prior engagement from either side of the Driven Game Shooting debate.…”

This paper explores whether regular involvement in a rural, country sport, frequently practised by older individuals, builds social capital and friendships, reduces loneliness, and positively impacts individuals’ health and wellbeing. Taking a critical realist, mixed-methods approach, using a recognised social impact assessment methodology theoretically underpinned by social capital theory, this study identifies that driven-game shooting participation creates social impact via social capital creation and identity reinforcement. Results indicate a statistically significant, positive impact on mental health and wellbeing (N = 2,424), which varies by shoot size and/or type. The results are discussed in relation to implications for managing elderly health and wellbeing in rural areas.
