The sustainability transition of rural areas is a must due to rapid climate changes and biodiversity loss. Given the limited resources of rural communities, policy should facilitate a just sustainability transition of the EU rural areas. The analysis of EU development policies, past performance and the envisaged scope of reform, presented in this study point to a serious inconsistency between the declaration and implementation of relevant policies. Namely, the marginal role rural areas perform in common agricultural policy and cohesion policy; a result of the lack of a complex approach to rural development. The analysis was based on the concept of good governance and took a multi-level perspective. It advocates territorial justice as an approach that should be at the core of creating a comprehensive policy for rural areas in the EU, including their diversity and empowering local communities to choose the transition pathway that is most in line with their current situation and development capacity. This analysis fills a gap in research on the evolution of the rural development policy in the EU. This research can inform the reprioritization and intensification of efforts to create equitable policies for EU rural development.

A tanulmány egy észak-alföldi régióban található községet, valamint annak intézményesült idősellátási gyakorlatait vizsgálja. Az elemzés azt a kérdést járja körbe, hogy milyen típusú társadalmi innováció figyelhető meg a településen és az önkormányzat által fenntartott intézményben, a kezdeményezés milyen feltételek mellett működik, továbbá felveti a kérdést, hogy társadalmi innovációnak nevezhető- e a gondoskodó közösség. A társadalmi innováció irodalmára jellemző egyfajta normatív szemlélet, amely szerint az innovációk szorosan összefüggnek a pozitív irányú társadalmi változással, és segítenek egy jobb életminőség létrehozásában. A kritikai nézet azonban az innovációt nem gazdasági hatékonyság szempontjából vizsgálja, hanem úgy tartja, hogy a társadalmi innovációnak alternatívát kell mutatnia. Az innovációk szerepe az intézményi idősellátásban különösen lényeges, hiszen a szolgáltatást igénybe vevők sokszor akadályozva vannak mindennapi tevékenységeikben, egyedül, a társas kapcsolatoktól elszigetelten élnek, családtagjaikra vagy egy intézményre utalva, továbbá maguk az intézmények sem kellően rugalmasak. A terepmunkán és interjúkon alapuló kutatás eredményei szerint a társadalmi innováció mozgatórugója a demokratikus vezetés, a dolgozók munkájának elismerése, valamint az erős civil társadalom jelenléte, emellett elkerülhetetlen különböző szereplők bevonása a gondozás megszervezésébe, valamint a jövőbeli elképzelésekről szóló eszmecserébe.

In the context of debates about (inner-)peripheries, peripheralization and suspended regions, access to service infrastructure and provision is an important aspect that can cause further reduction of the potential of a region. Therefore, it is important to have an indicator for service accessibility that is comparable across different NUTS3 regions regardless of the size or location of the region. In this working paper, we propose to use the population weighted median travel time to the nearest service as indicator. We construct such population weighted median travel times for a number of services of general interest including shops, pharmacies, and schools, based on data from the ESPON PROFECY project. Additionally, we look at how the travel times to different services are correlated with each other at NUTS3 level and how they correlate to population density and to the urban-rural typology of Eurostat.
