Public-private partnerships (PPPs) have been increasingly adopted in China. Sustainability of PPPs has become a priority for a sustainable development of PPPs. Most prior studies focus on sustainable implementation of PPP projects. Few research efforts have been done to examine the impacts of PPPs to sustainability from an external perspective and a more macro geographical scale. Meanwhile, the social aspect of the sustainability of PPPs has not been widely studied. Therefore, this study aims to propose a social sustainability contribution evaluation system (SSCES) for PPPs to evaluate PPPs' contribution to regional social sustainability at the institutional level. An indicator system of the SSCES for PPPs was developed, which included 8 requirements for socially sustainable development and 33 social sustainability indicators. The weights of indicators were determined by using the analytic hierarchy process method. The results indicate that, in the context of China, promoting peopleoriented urbanization in PPPs can help enhance regional social sustainability. This study provides a useful evaluation tool for various stakeholders to evaluate the sustainability of PPPs from an institutional level, especially for local governments to review current PPP polices and make improvements.

In recent years, policy formulation for provision of public goods, especially for public housing policy is going to be neoliberalism in both global north and global south under the ideology of so-called new public management. Privatization for public housing provision is regarded as a neoliberal policy agenda which is used by local governments for easing financial burden. In this regard, partial privatization of public housing is deemed as quasi-public goods provided by local government to those low-income groups at an affordable price, which tends to reshape local welfare system. This paper will discuss the recent trend of neoliberalism in public housing policies in Netherlands, Hong Kong and Mainland China. Netherlands, a high welfare state, has taken measures to increase home ownership in private sectors and privatization on its social housings. As a typical laissez-faire market, public housing policy in Hong Kong is tend be much more resilience; and its portion of public housing sector will expand with the increased flows of governmental investments; but it still offers subsidized public housing through various provisions. China, as a socialist market economy, whose central government is expected to provide affordable housing (economic comfortable housing and public rental housing) to those urban residents with local hukou through model of public-private partnership. By comparing the recent changes and trend of public housing in these three regions, we conclude that public housing policy is going to be neoliberalism, which will challenge local governments to balance their social equity and economic development.

Abstract. The aim of the study was to create a complete picture of the system of architectural energy-saving methods that can be used in the modernization of residential buildings erected in the era of the industrial uniform construction. The following tasks were solved: to clarify the special features of the main stages in the development of uniform construction in Russia; to determine the fundamental differences of the buildings constructed at different times in terms of energy efficiency; to develop proposals for energy-efficient architectural modernization of uniform constructions. Field surveys of a number of housing estates and neighborhoods, analysis of theoretical sources and advanced foreign experience in the reconstruction of rental and affordable housing allowed us to systematize technologies of energy-saving renovation of buildings and visualize their implementation for buildings of Series 90. Examples are given.
