Empirical findings on the implementation of neoliberal social policies in the global south has presented them as mostly political economy failures. In several studies, their messy interactions with politics and a myriad of implementation bottlenecks were highlighted. Social protection and social programmes, as an example of social policies have unfortunately become politicised used as instruments by political leaders striving to win political capital in environments of unbridled, and complex bureaucratic procedures. This article analyses challenges of social development or ‘developmental welfarism’ in the Nigerian context through interrogation of the territorial governance of Nigerian social protection. The issues addressed by this article relates to the orientation of Nigerian social policy dynamics and the exploration of these challenges, were described as the ‘burdens of developmental welfarism’ which relates to the broader issues of the so-called Nigerian ‘developmental’ state. The analysis of Nigerian social policy dynamics through a political economy lens, highlighted the ramifications of the complex interactions of different stakeholders (international, local and non-state actors) as well as processes and mechanisms that shaped the territorial governance of Nigerian social policy programmes. The article unpacked the issues and challenges of Nigerian social protection and offered some policy recommendations for ‘unburdening’ Nigerian social policy.

Pembangunan sosial merupakan bagian strategi dalam penggerakan partisipasi masyarakat agar pada sektor pembangunan yang berkelanjutan bisa memiliki peran dengan menghadirkan masyarakat yang partisipatif. Tulisan ini menjelaskan kondisi kekinian yang terjadi dipulau penyengat sebagai wilayah yang strategis dalam menjaga kehidupan sosial menjadi lebih baik. Jenis pengabdian masyarakat menggunakan metode pendekatan dialog face to face, observation, dan win-win solution yang kemudian penulis interpretasikan dengan kata-kata yang diuraikan secara deskriptif. Hasil pengabdian menghasilkan sebuah solusi pada penguatan partisipasi masyarakat dalam pembangunan sosial. Selain itu untuk mendukung strategi inovasi pembangunan sosial, perlunya peningkatan kualitas sumber daya manusia atau masyarakat bisa berperan aktif dari lima sektor (infrastruktur, kesehatan, budaya, sosial dan lingkungan) yang menjadi fokus utama dalam mendorong inovasi pembangunan sosial berbasis masyarakat. Diharapkan dengan adanya strategi inovasi pembangunan sosial tersebut dapat meningkatkan kemandirian masyarakat pulau penyengat dalam melakukan upaya peningkatan kesejahteraan masyarakat mendapatkan dampak positif yang telah diimplementasikan sebagai rujukan inovasi pembangunan sosial di Kota Tanjungpinang.

This paper contributes to providing an understanding of the dynamics of infrastructure development planning in sustainable development. First, this paper will explain the concept of development from the beginning. The idea is used in a scientific context. Then it will also be described development planning and, in more detail about infrastructure development planning. The research method used is a qualitative approach with systematic literature review (SLR) from various sources of the best journals in googlescholar.com, sciencedirect.com and other relevant sources. The result of this article review is to explain the development of development planning concepts from different periods; development planning context (Developed and Developing countries); categories of physical or social infrastructure development planning; then the sustainability impact of infrastructure development planning, both positive and negative effects of economic, environmental and social aspects, the last about the relationship of development planning with political decision making Based on this paper it is known that the dynamics of infrastructure development planning related to the sustainability of development. Then development planning cannot stand autonomous as an idea or concept that is normative because political decision-making determines the success of the planning. Furthermore, it is necessary to collaborate and synergize development actors in realizing infrastructure development planning. The novelty in this paper is to raise some research questions that can be researched for the future about the dynamics of infrastructure development planning in sustainable development.
